A.   The minutes of the 1619th meeting of the Delhi Urban Art Commission held on 22.10.2021 were confirmed and approved.

C. PROJECT PROPOSALS:

1Building plan proposal in respect of Motel for Mukesh Kumar at Khasra 12//31, 32, 35, 36, 20, 21, 22, 18//1, 18//2 Kapashera.

1. The proposal was forwarded by the South DMC (online) for consideration by the Commission.

2. The building plan proposal received (online) at formal stage was scrutinised and a detailed discussion was held with the architect on Cisco WebEx Meetings who provided clarifications to the queries of the Commission on various aspects related to the proposal. Based on the detailed discussion held and submission made, the following observations are to be complied with: 

a. The Commission observed that the submitted 3d views and layout plans do not seem to match each other at various locations, thus giving an incorrect picture. The submission needs to be corrected and ensure that the coordinated drawings (3D views/plans/elevations/sections etc.)  shall be submitted for the consideration of the Commission. Also, the 3D views have been submitted without annotations thus making it difficult to comprehend the materials etc. on the façade, which could have a bearing on the visual, urban aesthetics of the complex.

b. The submitted site photographs do not clearly indicate the required details. An appropriate nos. of site photographs shall be provided to get in-depth clarity of the site and surroundings (especially the access to the site from the front road) to understand urban and environmental implications on the surrounding context. They need to be resubmitted with proper uncut views from all the sides.

c. It was observed that the location of the ATM, Public toilet and the guard room etc. are also part of the formal submission but their detailed drawings (including screening mechanism, elevations, sections, 3D views etc.) have not been submitted. The Commission observed that these components have a bearing on the overall visual, urban and aesthetic quality of the complex. The same is to be revised appropriately and be incorporated for review by the Commission.

d. Appropriate signages/ graphics shall be installed in the complex to ensure proper wayfinding.

e. The design of the gate and the boundary wall etc. is missing in the submission. It was observed that it could have a bearing on the overall visual and the aesthetics of the complex, thus a detailed scheme (including gate design) shall be submitted completed in all respect (including 3D views/elevations/sections etc.) shall be provided including gate/grill detail, material applications etc.

f. A lot of waste (dry and wet, food items, etc.) is supposed to be generated in the motel, a detailed solid waste management plan proposal along with its location/screening on the site plan shall be submitted.

g. The proposal is a motel building. A public art zoning plan be ensured which indicates the work of art of suitable scale, size and material, imparting character and identity to the complex, at an appropriate level (human eye) which is also visible from outside, to be installed in terms of the point nos. 14 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

h. The complex should aim to maximise energy efficiency with the appropriate use of the solar panels on building rooftops etc. and screen them by using appropriate architectural mechanisms. The elements of sustainability shall be identified and marked on the plans.  Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

i. Location of services including DG Set, its exhaust pipe, generator etc., shall be marked on the site and shall be appropriately screened to maintain urban aesthetics. All plumbing pipes/sanitary pipes, outdoor AC units, and service equipment should be camouflaged appropriately (in terms of the point nos. 10, 11 &12 of the CPAA (Criterion for Project Assessment and Approval) are available on the DUAC website at www.duac.org.in. using the same architectural elements and materials.

3. The architect was advised to adhere to the above observations and furnish a pointwise incorporation/reply.

Proposal in respect of Master Plan for the Redevelopment of New Delhi Railway Station and its surrounding areas.

(Conceptual Stage)

1. The proposal was forwarded directly by the architect (online) at the conceptual stage for consideration by the Commission.

2. The proposal in respect of Master Plan for the Redevelopment of New Delhi Railway Station and its surrounding areas received (online) at conceptual stage was scrutinised and a detailed discussion was held with the architect/proponent who provided clarifications to the queries of the Commission on various aspects related to the proposal. Based on the detailed discussion held and submission made, the following observations are to be complied with:

a. The submitted proposal is for master planning of Redevelopment of New Delhi Railway Station. The area for development lies in a prominent part of the city and would have urban and environmental implications on the surrounding context, thus needs to be examined comprehensively as an urban design exercise as well as micro-level detailing wherein the functional aspects are also studied carefully.

b. The submitted proposal lacks clarity especially in understanding the movement and functioning of the complex, as the integration of railway station is to multiple other uses including (Multi-modal hub connecting metro stations, bus stops, IPT modes, NMT, pedestrian pathways etc.). Thus, details of vertical and horizontal connections to these modes of transport (including pedestrian connections) to be clearly detailed out through appropriate number of cross-sections/typical sections, annotated 3d/isometric views, layered and colour coded layout plans etc. to make the scheme self-explanatory. Annotated 3d views to be submitted to clearly explain the context and use of the proposed development.

c. As the redevelopment envisages world-class development, it shall be ensured to provide spaces with enhanced user-experience i.e. seamless pedestrian connections (especially for users with heavy luggage with provision of travellators etc.), universal accessibility, appropriate wayfinding to all parts of the complex, appropriate resting areas, utilities like drinking water, toilets etc. to ensure the users are able to utilise the facility without hindrances.

d. The connections of the elevated road from various prominent roads is unclear. It needs to be clearly detailed in layered plans with movement marked clearly in respective layouts with annotations.

e. The green areas proposed in the scheme cannot be appreciated as their interconnections and details are missing. Appropriate number of plans/sections/ annotated 3d views to be prepared and submitted. Details of Karnal Singh Stadium (existing and proposed) to be clearly shown in appropriate drawings to explain the areas being added/removed in the design scheme.

f. A superimposed/layered plan for the entire scheme (including mixed-use development) to be developed to explain the areas/development being retained/demolished post-redevelopment, as the current submission does not clearly depict the above-mentioned details.

g. Details for accommodating the informal sector and their supporting facilities like loading/unloading, movement etc. to be detailed out in respective layouts.

h. As the project is a public space primarily, a detailed plan showing public art (themes, location, scale, nature of artwork etc.) to be explained schematically for the entire design scheme (station complex and the adjoining areas of mix-use development).

i. Layout showing the management of security through design and planning to be supplemented in the design scheme.

j. To make the design proposal sustainable, it shall be ensured to integrate provision of solar panels in the design so as to harness the solar energy to power areas in the station complex. The details of the same to be illustrated in the design scheme.

k. The development control norms (if any) for the proposed developments to be mentioned in the proposal in the form of typical layouts/sections/3-d views etc. so as to clearly lay out the guidelines for future developments at plot level.

l. An infrastructure plan clearly highlighting the Softscape and hardscape along with utility network including water supply, sewerage, rain water management etc. to be marked.

m. Details of built mass i.e. Building blocks with fixed height and blocks with variable heights to be clearly mentioned in the proposal. Also, options of built-mass to be supplemented so as to provide variation in the design of the building footprints.

n. Layouts highlighting typical platform details with amenities including (drinking water, toilets, information map etc.) to be provided.

3. The architect was advised to adhere to the above observations and furnish a pointwise incorporation/reply.
