2Proposal for construction of Samadhi of Late Dr. Manmohan Singh, Former Prime Minister of India at Rashtriya Smriti Sthal (Part of Rajghat precinct), New Delhi.
  1. The CPWD forwarded (through OPAAS) the proposal for consideration by the Commission.
  2. The proposal for the Samadhi of Late Dr. Manmohan Singh, Former Prime Minister of India received (through online) at the formal stage was scrutinised and a detailed discussion was held with the architect (online) on Cisco Webex meetings, during which clarifications were provided to the Commission’s queries. Based on the submission made, including drawings, documentations, and photographs, etc, the discussion held, the following observations are to be complied with:

a) The Commission noted that the permission granted by the Land & Development Office, MoHUA, requires that the Samadhi be developed in a manner whereby the overall surroundings of the area, including the natural surroundings and construction of other Samadhis, are maintained in broad conformity and harmony. Accordingly, the architectural treatment, landscape design, material and colour palette, paving, peripheral treatment and other external elements of the proposed Samadhi shall be appropriately coordinated with the established visual and architectural character of the existing Samadhis within Rashtriya Smriti Sthal.

b) The Commission observed that Rashtriya Smriti Sthal has an established architectural and landscape vocabulary characterized by a simple and restrained memorial expression, open landscaped setting and a consistent treatment of common external elements. The proposed Samadhi shall therefore retain its individual identity and commemorative expression while remaining visually harmonious with the overall precinct.

c) The proposed material and colour palette, particularly the use of white marble/ white granite, shall be carefully considered in relation to the materials and colours of the existing Samadhis. The use of materials may be appropriately integrated to establish visual continuity with the surrounding precinct.

d) The landscape shall be treated as an integral part of the memorial and the larger Rashtriya Smriti Sthal. The proposed lawns, planting, flower beds, paved areas and peripheral landscape treatment shall be suitably coordinated with the existing landscape so that the memorial forms part of the larger setting rather than appearing as an isolated landscape composition.

e) The submission also indicates the presence of an existing tree within the memorial site. The design and execution of the proposal shall ensure its protection and preservation. The tree shall be sensitively integrated into the overall landscape and memorial setting, without adversely affecting its health, root system or future growth.

f) The boundary/peripheral treatment, railings, pathways, signage, plaques and other site elements shall follow a simple and restrained design language and shall be coordinated in terms of materials, proportions and detailing with the overall character of Rashtriya Smriti Sthal.

g) The proposal indicates a designated area for removal of footwear. Small seating benches shall be provided on both sides of the pathway leading to the Samadhi to facilitate the removal and wearing of footwear. The benches shall incorporate suitable provision for protecting the footwear during inclement weather, particularly rainfall. To maintain visual and material harmony, the benches shall be designed in a material consistent with that proposed for the plaque and shall be placed along the outer edges of the designated area so that pedestrian movement along the pathway remains unobstructed.

h) The proposal shall ensure universal accessibility and barrier-free movement from the common pedestrian circulation/pathway up to the Samadhi. This may be suitably incorporated in the final drawings, since the submitted DUAC proforma presently records barrier-free provisions as “N/A.”

i) A coordinated landscape plan, clearly indicating existing and proposed trees/plantation, species, paving, levels, pathways and other landscape elements, shall be maintained. The present submission records the detailed landscape plan showing proposed trees and landscape features as not submitted.

j) All plans, sections, elevations, details, landscape drawings and 3D views shall be fully coordinated, particularly with respect to materials, colours, levels, paving and landscape treatment, so that the approved architectural intent and the overall visual and aesthetic quality of the precinct are maintained during execution.

k) The Commission’s approval is from the architectural, urban design and aesthetic considerations. Compliance with the terms and conditions stipulated by L&DO/MoHUA, applicable Acts, rules, guidelines and requirements of other statutory/local authorities shall be ensured by the project proponent/executing agency.

l) Any material deviation subsequently proposed in the architectural character, material/colour palette, landscape scheme or other elements having a bearing on the external appearance and visual harmony of the precinct shall be brought before the Commission for consideration prior to execution.

m) The submission is approved subject to ensuring broad conformity and harmony with the overall architectural, landscape and visual character of the existing Samadhis and the natural surroundings of Rashtriya Smriti Sthal, in accordance with the terms and conditions stipulated by L&DO/MoHUA.

n) The architect is also advised to go through the DUAC Memorandums issued vide letter no: 1(2)/82-DUAC dated 07.10.2025 (available on the DUAC website www.duac.org.in) for various issues related to the DUAC approvals.

Approved, observations given.
The Commission decided to take action in the matter without awaiting the confirmation of the minutes of the meeting.

4

Building plans proposal in respect of “Addition Alteration of Shree Mahavir Ji Temple, Located G.K-1 New Delhi”. (Conceptual stage)

  1. The proposal was forwarded directly by the Architect (through OPAAS) for consideration by the Commission.
  2. The Commission did not accept the concept of the building plans proposal for addition and alteration (addition of new assembly hall) at its meeting held on July 10, 2026; specific observations were given.
  3. The building plans proposal for addition and alteration (addition of new assembly hall) received (through OPAAS) at the conceptual stage was scrutinised along with the replies submitted in response to the DUAC observations communicated vide letter no: OL-01072627031 dated 21-07-2026 and a detailed discussion was held with the architect (online) on Cisco Webex meetings, during which the architect made a detailed presentation (online) and clarifications were provided to the Commission’s queries. Based on the submission made, including drawings, documentations, and photographs etc., discussion held, presentation made and replies submitted the following observations are to be complied with:

a) It was observed from the submission that the additional parking requirement arising from the proposed Assembly Hall has been accommodated through a double-stack parking system with landscape screening. To facilitate ease of maintenance and enhance the overall visual character, the Commission suggested that the parking structure may be constructed using appropriately specified metal members and screened with wooden lattice panels to support the growth of suitable creepers while maintaining aesthetic harmony. The selection of creepers shall be carefully considered with due regard to their long-term growth and maintenance requirements. Adequate provisions for drainage and irrigation shall also be incorporated to support healthy landscape growth and prevent water stagnation.

b) Solar panels have been proposed above the double-stack parking arrangement. The same shall be suitably located and integrated so as to be adequately screened and not prominently visible from the surrounding areas. It was further observed that the creepers proposed below the solar panels may not receive adequate sunlight for healthy growth. Accordingly, the proposed arrangement shall be revisited and appropriately revised, taking into consideration the screening of the solar panels, suitability of the proposed plantation, and overall visual aesthetics. The revised design shall be incorporated and clearly reflected in the submission at the Formal Stage.

c) The design proposal incorporates provisions for double stack parking arrangements to meet the necessary parking requirements. It is crucial for the architect or proponent to ensure the proper implementation of these arrangements on-site, which will be thoroughly examined during the proposal's completion stage. All parking provisions shall adhere to all the applicable norms/guidelines/regulations, etc. (in terms of points no. 18 of the CPAA (Criterion for Project Assessment and Approval), as available on the DUAC website at www.duac.org.in.

d) The provision of universally accessible toilets shall be ensured in accordance with applicable norms/guidelines/regulations, etc., and accessibility requirements.

e) It was observed that although the location of the AHU has been indicated in the layout, the locations of the outdoor units have not been shown in the plans. The same shall be clearly marked, appropriately integrated, and screened, including fire tank, with a suitable screening mechanism.

f) All plumbing pipes, rainwater pipes, service equipment, DG Set, DG exhaust pipes, water tanks, air-conditioning units, solar panels, etc., should be camouflaged appropriately (in terms of points nos. 10, 11, and 12 of the CPAA (Criterion for Project Assessment and Approval), as available on the DUAC website at www.duac.org.in.

g) The installation of clear-story solar panels on a well-designed structural frame, integrated with the building design, is suggested to ensure the effective utilisation of the space beneath, subject to feasibility as per building bye-laws. This placement also facilitates easy maintenance, reduces heat load through increased shading, and improves aesthetics. The sustainability features shall be as per Point 7 of the CPAA (Criterion for Project Assessment and Approval), available on the DUAC website at www.duac.org.in.

  1. Overall, the architect is advised to adhere to all the above observations and provide a point-by-point incorporation and response in the next submission (formal stage).

Found conceptually suitable (not limited to these observations).

The conceptual suitability is only with reference to the mandate of the Commission. However, it would be reassessed at the formal stage based on the 20-point criteria as available on the DUAC website.  It would not be a substitute for formal approval of the proposal referred through the concerned local body in terms of section 12 of the DUAC Act, 1973.

The Commission decided to take action in the matter without awaiting the confirmation of the minutes of the meeting.

5

Building plans proposal for additions and alterations in respect of IBIS Hotel at Asset-9, Delhi Aerocity, Indira Gandhi International Airport, New Delhi. (Conceptual stage)

  1. The proposal was forwarded directly by the Architect (through OPAAS) for consideration by the Commission.
  2. The Commission approved the building plan proposal at its meeting held on 12.05.2010 and subsequently accepted the NOC for Part Completion at its meeting held on 21.11.2013. Thereafter, the Commission accepted the NOC for Completion of the overall scheme at its meeting held on 05.10.2016.
  3. The building plans proposal for additions and alterations in respect of IBIS Hotel at Asset-9 received (through OPAAS) at the conceptual stage was scrutinised and a detailed discussion was held with the architect (online) on Cisco Webex meetings, during which the architect made a detailed presentation (online) and provided clarifications to the Commission’s queries. Based on the submission made, including drawings, documentations, and photographs etc., discussion held and the presentation made, the following observations are to be complied with:

a) At Point 12 of the scanned proforma the proposal is relating to “Specifications/Façade Treatment etc.”, it has been mentioned: “Adding architectural elements at driveways with lighting design to transform the arrival experience from Day to Night.”

The Architect has further stated: “The revision and upgradation is being carried out keeping in mind the newer and fresh design elements proposed for greater and bold look to building.”

b) The Commission noted that when evaluating the case for additions or alterations, it did not take into account the existing built construction at the site. This relates only to the proposal for additions and alterations.

c) To provide clarity regarding the existing site conditions and the layout of the area under consideration, updated and uncut site photographs shall be submitted. The photographs shall clearly depict the existing conditions and be suitably annotated to identify the area under proposal. Further, the submission refers to a double-height space; however, the same is not clearly understood from the submitted drawings. Accordingly, the revised submission shall clearly identify and depict the existing double-height area through appropriately annotated site photographs and relevant drawings, including sections from that area, along with other requisite areas, to facilitate a clear understanding and assessment of the proposal by the Commission.

d) To provide greater clarity regarding the proposal and its visual impact within the existing context, the proposed interventions shall be appropriately superimposed on the existing superstructure. The photographs shall be suitably annotated, with clear identification of the existing and proposed elements, to facilitate a comprehensive understanding and assessment of the proposed interventions by the Commission.

e) Upon detailed presentation and deliberation with the Commission, the architect apprised that the two existing cabanas in the courtyard area are proposed to be removed. Instead, an open-air courtyard with an all-day dining facility has been proposed, along with a lighting arrangement for the entrance foyer to enhance the overall spatial experience and visual character of the development. Since the proposal involves the demolition of the existing cabanas, the same shall be appropriately photographed from all angles, and clearly indicated in the demolition plan.

f) The Commission observed that the architectural character depicted in the submitted 3D views is substantially different from that of the existing building. It shall be ensured that the proposed design, including the treatment of arches, the entrance foyer, and other architectural elements, as well as the proposed colour palette and materiality, is harmonious with and appropriately integrated into the existing architectural vocabulary and façade treatment to maintain continuity and coherence. The revised submission, including the updated 3D views, shall clearly reflect the above.

g) The Architect apprised the Commission that lighting has been proposed at the entrance foyer; however, the same is not reflected in the submitted drawings. The revised submission shall clearly incorporate the proposed lighting arrangement in the relevant drawings and corresponding 3D views. Further, appropriately annotated site photographs and revised 3D views clearly depicting the proposed lighting scheme and its integration with the entrance foyer and façade shall also be submitted for the consideration of the Commission.

h) It was observed that the details of the proposed courtyard seating have not been adequately explained in the submission. Details regarding the entry and exit arrangement, connectivity with the all-day dining area, seating layout, and the proposed covering treatment, if any, shall be clearly indicated in the drawings and appropriately reflected in the revised submission, including the 3D views.

i) All plumbing pipes, rainwater pipes, service equipment etc., should be camouflaged appropriately (in terms of points nos. 10, 11, and 12 of the CPAA (Criterion for Project Assessment and Approval), as available on the DUAC website at www.duac.org.in.

  1. Overall, the proposal received at the conceptual stage lacks clarity, has discrepancies, and needs improvement. The architect is advised to adhere to all the above observations and provide a point-by-point incorporation and response.

Not accepted, observations given.

The Commission decided to take action in the matter without awaiting the confirmation of the minutes of the meeting.

b) It was noted that, while reviewing the proposal at its meeting held on 30.07.2026, the Commission had issued detailed and comprehensive observations and requested point-wise compliance and replies from the Architect. However, the requisite point-wise responses have not been furnished in the revised submission. Such responses are important to enable the Architect to adequately address each observation and facilitate a comprehensive review of the proposal. The revised submission shall therefore include a complete point-wise compliance report against all observations of the Commission to ensure that the submission is complete in all respects.

c) During the discussion, the Architect apprised the Commission that no further development in the hospital complex is proposed by the owner in the foreseeable future. The Architect further informed that the parking calculations in the current submission have been carried out in accordance with the provisions of the Master Plan for Delhi-2021 and that the same shall be revised in conformity with the provisions of the newly notified Master Plan for Delhi-2047 in the revised submission.

d) The Commission observed and emphasised that open surface parking should be discouraged to the maximum extent possible, and the parking calculations shall be comprehensively revised for the entire hospital complex in accordance with the provisions of the newly notified Master Plan for Delhi-2047, while also taking into account the potential for future expansion and eventual utilisation of the full permissible FAR. The site plan shall clearly identify the area earmarked for such future development, including provisions for the requisite basement and a suitably planned Multi-Level Car Parking (MLCP) facility to accommodate the existing, proposed, and future parking requirements of the entire complex. Further, a clear bifurcation of the existing and proposed parking provisions shall be submitted to demonstrate how the parking requirement arising from the proposed development has been accommodated in the current submission. e) The revised submission shall include appropriately annotated detailed 3D views, from all sides and angles including birds eye view, clearly indicating the proposed materials and finishes to ensure that the design scheme is self-explanatory. The annotated 3D views shall also be superimposed on the existing superstructure and presented within the actual surrounding context, including the adjoining road network and surrounding buildings/structures, to facilitate a clear understanding of the proposal and its visual impact in the existing environment.  It shall also be ensured that the revised 3D views are fully coordinated and consistent with the corresponding plans, elevations, and sections.

f) All site plans, floor plans, sections, elevations, landscape plans, circulation plans and 3D views shall be fully coordinated and use uniform nomenclature, particularly for existing, proposed and demolished blocks, entrances, parking areas and circulation routes, to facilitate a clear understanding of the proposal by the Commission.

g) The proposed building, being significantly larger and taller than the existing low-rise campus development, shall be sensitively integrated with the overall architectural character of the hospital. The massing, proportions, and façade treatment shall be suitably refined to achieve a balanced visual transition between the existing and proposed development.

h) The proposed use of brick/stone cladding, glazing, and textured finishes shall be appropriately coordinated with the existing material character of the campus while maintaining a contemporary architectural identity. Large uninterrupted façade surfaces shall also be suitably articulated to reduce the perceived bulk of the building. Further, elevations as viewed from both the Ring Road and Lala Lajpat Rai Marg shall be submitted, depicting the proposed building in relation to the existing development and surrounding context, to facilitate the Commission's assessment from the overall urban design and streetscape perspective.

i) A detailed circulation plan shall be submitted, clearly segregating ambulance/emergency, patient and visitor, staff/service, and pedestrian movements. Vehicular and pedestrian conflict points, particularly at hospital entrances, drop-off areas, and around the proposed building, shall be minimised. The plan shall ensure clear and uninterrupted access for emergency vehicles and fire tenders, along with a continuous, shaded, and barrier-free pedestrian network connecting the proposed building with the existing hospital blocks, drop-off areas, parking areas, and major entrances.

j) A comprehensive signage and wayfinding strategy shall be developed for the entire hospital campus, clearly identifying emergency, OPD, inpatient facilities, drop-offs, parking and pedestrian routes. Signage shall be integrated with the architecture and landscape and shall not result in visual clutter.

k) All plumbing pipes, rainwater pipes, service equipment, DG Set, DG exhaust pipes, water tanks, air-conditioning units, solar panels, etc., should be camouflaged appropriately (in terms of points nos. 10, 11, and 12 of the CPAA (Criterion for Project Assessment and Approval), as available on the DUAC website at www.duac.org.in.

l) The architect apprised the Commission that murals have been proposed on the façade walls. The Commission suggested that, in lieu of the proposed murals, artworks at eye level may be incorporated within the public areas to enhance visual interest and improve the pedestrian experience. The Work of public art of suitable scale, size and material, imparting character and identity to the complex shall ensure to be installed in terms of point nos. 14 of the CPAA (Criterion for Project Assessment and Approval) and Memorandum dated October 07, 2025 available on the DUAC website at www.duac.org.in. Any deviations in the artwork from the approved design must be submitted to the Commission for prior approval before the commencement of construction, to ensure compliance and facilitate final approval upon project completion.

m) The installation of clear-story solar panels on a well-designed structural frame, integrated with the building design, is suggested to ensure the effective utilisation of the space beneath, subject to feasibility as per building bye-laws. This placement also facilitates easy maintenance, reduces heat load through increased shading, and improves aesthetics. The sustainability features shall be as per Point 7 of the CPAA (Criterion for Project Assessment and Approval), available on the DUAC website at www.duac.org.in.

  1. Overall, the proposal received at the conceptual stage, lacks clarity, has discrepancies, and needs improvement. The architect is again advised to adhere to all the above observations and provide a point-by-point incorporation and response.
