A.   The minutes of the 1872nd meeting of the Delhi Urban Art Commission held on 04.06.2026 were confirmed and approved.

C. PROJECT PROPOSALS:

1Revised building plans proposal in respect of Residential building on plot no. 1285, situated at ward no. III, Bagichi, Gaindamal, Lambi wali (behind Novelty Cinema), Shyama Prasad Mukherjee Marg.
  1. The North-DMC forwarded (through OPAAS) the proposal for consideration by the Commission.
  2. No previous reference of approval taken at formal/completion stage has been traced in DUAC records.
  3. The building plans proposal (for residential building comprising of stilts + ground + three floors) received (through OPAAS) at the formal stage was scrutinised.  Based on the submission made, including drawings, documentations, and photographs submitted, the following observations are to be complied with:

a) It was noted from the submitted documents that no prior approval of the proposal had been obtained from DUAC at either the Formal or Completion Stage. The proposal has been submitted under the title “Revised Building Plans”; however, since the project has not previously been considered or approved by DUAC, the proposal shall be treated as a fresh submission at formal stage and not as a revision. Accordingly, the title of the proposal shall be suitably corrected and resubmitted.

b) It was observed from the submitted site photographs that construction activities have already commenced at the site and structural columns and the roof of ground and the first floor have already been casted at site. Since proposals at the Formal Stage are normally reviewed by DUAC prior to the commencement of construction, the concerned local body shall submit the site inspection report with details of the development at the site.

c) The concerned local body shall also ensure that no construction activity is undertaken without obtaining the requisite approvals from the competent authorities.

d) It was further observed from the submitted site photographs that a portion of the building appears to extend beyond the prescribed building line into the proposed road-widening area. The concerned local body shall examine the matter and ensure that the development complies with the applicable provisions relating to road widening, setbacks, and other requirements stipulated under the prevailing Unified Building Bye-Laws (UBBL) and relevant statutory regulations.

  1. Overall, the proposal received at the formal stage lacks clarity, construction have already been commenced at site without prior approval from DUAC has discrepancies, and needs improvement. The architect is advised to adhere to all the above observations and provide a point-by-point incorporation and response.

2Completion plans proposal in respect of (Part - Boys Hostel and Faculty Block) at Hindu College, University of Delhi.
  1. The North-DMC forwarded (through email) the proposal for consideration by the Commission.
  2. Earlier, the Commission approved the new faculty block at its meeting held on April 28, 2022.
  3. The Commission approved the building plans proposal for demolition and reconstruction of the existing Boys hostel comprising of (stilt+ground+4 floors) at its meeting held on July 27, 2023.
  4. The proposal for NOC for completion (Part - Boys Hostel and Faculty Block) received (through email) at the completion stage was scrutinised, including drawings, documentations, and photographs etc., a detailed discussion was held with the Architect (online) through Cisco Webex Meetings, during which clarifications were provided on the queries raised by the Commission. It was also observed that the submitted photographs of the Hostel and Faculty Blocks were incomplete and appeared to be cropped, and accordingly requested the submission of clear and uncut photographs. However, the same were not furnished. Based on the submission made, including drawings, documentations, and photographs, etc, the discussion held, the following observations are to be complied with:

a) It was observed that the site photographs submitted with the proposal do not provide a comprehensive view of the development under NOC for Completion, i.e., the Hostel and Faculty Blocks, as several of the photographs appear to be cropped. The architect shall submit an adequate number of clear, uncut photographs depicting the buildings (the Hostel and Faculty Blocks) from all sides, along with views of the landscaping, terrace (including the provision of solar panels), stilt areas, and parking facilities. The photographs shall comprehensively document all relevant components of the development to facilitate a proper assessment of the proposal. Additionally, the layout plan shall clearly indicate the location and direction of all submitted photographs.

b) The submitted photographs are in a low-resolution quality and do not provide sufficient clarity. High-resolution photographs shall be submitted for proper assessment.

c) For a better understanding of the proposal, all sides photographs i.e. ‘Before (submitted 3d views at the time of DUAC formal approval) and After (current actual built construction)’ of the constructed building blocks to be provided.

d) The superimposed plans lack clarity in depicting the deviations from the approved plans. The plans, elevations, sections, and other relevant drawings approved by DUAC at the Formal Stage shall be superimposed on the as-built drawings. Existing and proposed changes with respect to the DUAC-approved proposal shall be distinctly highlighted in different colours to clearly identify the extent of internal and external deviations, if any.

e) The site photographs shall be suitably annotated to clearly indicate the areas requiring NOCs at the Completion Stage.

  1. Overall, the proposal received at the Completion stage is incomplete and lacks clarity, and thereby, the Commission could not appreciate it judiciously. The architect is advised to adhere to all the above observations and furnish a pointwise incorporation and reply.

3Revised proposal in respect of Proposed construction of 54 no. Type II quarters at schedule A, President Estate.
  1.  The CPWD forwarded (through OPAAS) the proposal for consideration by the Commission.
  2. The ‘Building within President Estate’ is a listed Grade-I heritage building at Serial No. 5 in the Gazette notification no. F. No. 4/2/2009/UD/I 6565 dated October 1, 2009, issued by the Department of Urban Development, Govt. of NCT of Delhi.
  3. The Commission approved the proposal for the Comprehensive Conservation Management Plan of President Estate at its meeting held on November 21, 2013; specific observations were made.
  4. The Commission approved the building plans proposal with respect to the construction of 54 nos. Type-II Quarters in lieu of demolition of 125 nos. Type I quarters at Schedule A, President Estate at its meeting held on January 16, 2025; specific observations were given.
  5. The building plan proposal for Construction of 54 nos. Type-II Quarters at schedule-A received (through OPAAS) at the formal stage were scrutinised along with the letter no: 0 वा0 (क्षे.दि.)-I/17/507-510 दिनांक 09.06.2026 from the architect, CPWD, the following observations are to be complied with:

a) It was observed that the revised proposal has been submitted in accordance with the design approved and observation given by HCC vide approval letter No. 15(2)/2025-HCC, OL-31072515002 dated 16.12.2025.

b) All parking provisions shall adhere to all the applicable norms/guidelines/regulations, etc. (in terms of points no. 18 of the CPAA (Criterion for Project Assessment and Approval)), as available on the DUAC website at www.duac.org.in.

c) All plumbing pipes, rainwater pipes, service equipment, DG Set, DG exhaust pipes, water tanks, air-conditioning units, solar panels, etc., should be camouflaged appropriately (in terms of points nos. 10, 11, and 12 of the CPAA (Criterion for Project Assessment and Approval), as available on the DUAC website at www.duac.org.in.

d) The installation of clear-story solar panels on a well-designed structural frame, integrated with the building design, is suggested to ensure the effective utilisation of the space beneath, subject to feasibility as per building bye-laws. This placement also facilitates easy maintenance, reduces heat load through increased shading, and improves aesthetics. The sustainability features shall be as per Point 7 of the CPAA (Criterion for Project Assessment and Approval), available on the DUAC website at www.duac.org.in.

4Revised proposal in respect of integrated plan shifting of services (New service block) at Rashtrapati Bhawan.
  1. The CPWD forwarded (through OPAAS) the proposal for consideration by the Commission.
  2. The ‘building within the President Estate’ is a listed Grade - I heritage at serial no. 05 in the Gazette Notification no. F.No.4/2/2009/UD/I 6565 dated October 1, 2009, issued by the Department of Urban Development, Govt. of NCT of Delhi.
  3. The proposal for the Comprehensive Conservation Management Plan (CCMP) of the President’s Estate was earlier approved by the Commission in its meeting held on 21.11.2013. Subsequently, the proposal for Shifting of Services was considered by the Commission in its meeting held on 09.10.2025; however, the same was not approved, and specific observations were given.
  4. The Commission approved the proposal for shifting of services (proposed new Service block) at South Lawns, President Estate (near Gate no. 04) at its meeting held on October 29, 2025; specific observations were given.
  5. The revised proposal for shifting of services (proposed New Service Block) received (through OPAAS) at the formal stage, was scrutinised along with the letter 0 वा0 (क्षे.दि.)-I/17/604-607 दिनांक 09.06.2026 from the architect, CPWD. Based on the submission made, the following observation is to be complied with:

a) It was noted that, as indicated in the architect’s response, the following design modifications have been proposed:

“..1. The layout plan has been revised to add a third staircase to the layout for improving the circulation and escape route from the basement – as suggested by the Delhi Fire Service.

2. The railing design and height of the railing as submitted to DUAC has been revised as per the comments and discussion held with Heritage Conservation Committee – the design has then been approved.

* The railing height was reduced from 5.5 meter to 4 meter

* The circular profile of the cooling towers was changed to rectangular towers to accommodate the reduction of height of the cooling towers.

* The design of the railing was changed to create to different parts: a stone toe wall resembling the historic boundary wall near the site, and an upper barbed wire part concealed with vegetation…”

b) The Commission observed that the overall height of the railing has been reduced and that the screening of services is proposed to be achieved through plantation. However, the submitted 3D views depict dense plantation around the railing, making it difficult to properly assess the visual impact of the proposal on the site and its surroundings.

c) Since the proposed trees would require considerable time to attain sufficient height and canopy spread to effectively screen the service installations, it was suggested that the architect shall submit revised drawings and visual representations without the proposed landscape screening. This will facilitate a clearer assessment of the appearance of the railing and the visual impact of the exposed services during the interim period before the landscaping becomes fully established. The submission shall also include views depicting the proposed railing and barbed wire arrangement without plantation screening to enable a proper assessment of the design.

  1. Overall, the proposal received at the formal stage needs clarifications. The architect is advised to adhere to all the above observations and provide a point-by-point incorporation and response.

Building plans proposal for additions/alterations in respect of “Mantram Hotel and Resorts, G.T. Karnal Road”. (Conceptual stage)

  1. The proposal was forwarded directly by the Architect (online) for consideration by the Commission.
  2. The proposal was deferred.

D. ADDITIONAL DETAILS:

Building plan in R/o Add./alt. In residential/Commercial building at plot no-173-176/9 Katra Bariyan, Fatehpuri, Chandini chowk.

  1. The North-DMC forwarded (through mail) the proposal for consideration by the Commission.
  2. Earlier, the Commission had approved the proposal for the addition/alteration of at the ground, first and second floors in its meeting held on 02.12.2021.
  3. Thereafter, the proposal was considered by the Commission in its meetings held on 27.03.2025 and 15.05.2025; however, the proposal was not approved.
  4. The ‘Haveli at 175, Katra Bariyan, Fatehpuri’ is a listed Grade-III heritage building at Serial No. 331 in the Gazette notification no. F. No. 13(43) MB/UD/2014/1602 dated July 29, 2016 issued by the Department of Urban Development, Govt. of NCT of Delhi.
  5. The revised building plans proposal for additions and alterations received (online) at the formal stage was scrutinised along with the previous observations of the Commission communicated vide DUAC letter no: OL-26112123035 dated 02.04.2025 and the following observations are to be complied with:

a) It was observed that the revised proposal has been submitted in accordance with the design approved and observation given by HCC vide approval letter No. 15(1)/2025-HCC, OL-2403255001 dated 29.05.2026.

b) The arch above the entrance door on the left side of the front façade, together with the associated plaster arch detailing, shall be omitted. The entrance opening shall instead be designed with a straight profile to maintain the overall symmetry, balance, and architectural harmony of the façade.

c) The provisions for road widening shall be addressed by the concerned local body in accordance with prevailing UBBL norms, regulations, and applicable statutory provisions.​​​​​​​

d) All parking provisions shall adhere to all the applicable norms/guidelines/regulations, etc. (in terms of points no. 18 of the CPAA (Criterion for Project Assessment and Approval)), as available on the DUAC website at www.duac.org.in.​​​​​​​
