C. PROJECT PROPOSALS:

1Building plans proposal in respect of “Office Building for Delhi Pollution Control Committee” at plot-5, Sector-25, Rohini.
  1. The North-DMC forwarded (through email) the proposal for consideration by the Commission.
  2. The Commission accepted the concept of the proposal received at conceptual stage at its meeting held on March 29, 2023.
  3. The building plans proposal (for office building comprising of 2 basement + ground + 12 floors) received (through email) at the formal stage was scrutinised and a detailed discussion was held with the architect (online) on Cisco Webex meetings, during which clarifications were provided to the Commission’s queries. Based on the submission made, including drawings, documentations, photographs, email dated 09.04.2026 etc, and the discussion held, the following observations are to be complied with:

a) The Commission observed that, being a public building, it shall be ensured that adequate provisions for universal accessibility, including lifts, are adhere to in accordance with applicable norms, guidelines, and regulations.

b) Wherever planters have been proposed, it shall be ensured that adequate drainage provisions are incorporated to prevent damage to the structure. It shall also be ensured that the design, placement, and maintenance of planters do not adversely impact or compromise the aesthetics of the façade over time.

c) All parking provisions shall adhere to all the applicable norms/guidelines/regulations, etc. (in terms of points no. 18 of the CPAA (Criterion for Project Assessment and Approval)), as available on the DUAC website at www.duac.org.in.

d) All plumbing pipes, rainwater pipes, service equipment, DG Set, DG exhaust pipes, water tanks, air-conditioning units, solar panels, etc., should be camouflaged appropriately (in terms of points nos. 10, 11, and 12 of the CPAA (Criterion for Project Assessment and Approval), as available on the DUAC website at www.duac.org.in.

e) The Work of public art of suitable scale, size and material, imparting character and identity to the complex shall ensure to be installed in terms of point nos. 14 of the CPAA (Criterion for Project Assessment and Approval) and Memorandum dated October 07, 2025 available on the DUAC website at www.duac.org.in. Any deviations in the artwork from the approved design must be submitted to the Commission for prior approval before the commencement of construction, to ensure compliance and facilitate final approval upon project completion.

f) The installation of clear-story solar panels on a well-designed structural frame, integrated with the building design, is suggested to ensure the effective utilisation of the space beneath, subject to feasibility as per building bye-laws. This placement also facilitates easy maintenance, reduces heat load through increased shading, and improves aesthetics. The sustainability features shall be as per Point 7 of the CPAA (Criterion for Project Assessment and Approval), available on the DUAC website at www.duac.org.in.

2Building plans proposal in respect of Residential building at plot no.4737-A, Kothi no. 23, Ansari Road, Daryaganj.
  1. The South-DMC forwarded (through online) the proposal for consideration by the Commission.
  2. The building plans proposal (for residential building comprising of basement + stilt+ ground + three floors) received (through online) at the formal stage was scrutinised. Based on the submission made, including documentation, drawings, and photographs; the following observations are to be complied with:

a) The site photographs indicate the presence of existing structures; however, the demolition plan has not been submitted. A demolition plan, duly superimposed on the proposed layout plan, shall be furnished in the revised proposal to enable a comprehensive and judicious review.

b) Considering the plot size and its location on a main road, the proposed façade appears contemporary and not contextual to its surroundings. The elevation also lacks sufficient detailing. It is recommended to explore alternative façade options using appropriate architectural elements that respond to the site context, while incorporating features to mitigate harsh weather conditions such as sun and rain.

c) The proposed layout appears functionally inefficient, as it provides only one toilet and one water closet for three bedrooms, while two lifts have been proposed. Additionally, access to the toilet is through a bedroom, which is not considered an efficient arrangement. It is recommended that the internal layout be redesigned to ensure functional efficiency, while maintaining coherence and harmony in the building façade as per Point 8 of the CPAA (Criterion for Project Assessment and Approval), available on the DUAC website at www.duac.org.in.

d) Provisions made for the weather protection shall adhere to be in accordance with prevailing UBBL norms, regulations, and applicable statutory provisions.

e) The Commission noted that the proposal is at the Formal stage; however, the structural arrangement, including the column layout, has not been indicated. This may impact internal functional planning, furniture layouts, basement and stilt parking arrangements, as well as overall circulation.

f) The submission is incomplete, as only a single 3D view has been provided. Given that the proposal is at the Formal stage, annotated 3D views of the rear side and a bird’s eye view, including all terrace level utilities (water tanks, solar panels etc.), shall be submitted. These shall be consistent and coordinated with the drawings, including plans and elevations, to ensure clarity and uniformity in the proposal.

g) All parking provisions shall adhere to all the applicable norms/guidelines/regulations, etc. (in terms of points no. 18 of the CPAA (Criterion for Project Assessment and Approval)), as available on the DUAC website at www.duac.org.in.

h) A portion of the front has been earmarked for road widening; the same shall be addressed by the concerned local body in accordance with prevailing UBBL norms, regulations, and applicable statutory provisions.

i) All plumbing pipes, rainwater pipes, service equipment, water tanks, air-conditioning units, solar panels, etc., should be camouflaged appropriately (in terms of points nos. 10, 11, and 12 of the CPAA (Criterion for Project Assessment and Approval), as available on the DUAC website at www.duac.org.in.

j) The sustainability features shall be as per Point 7 of the CPAA (Criterion for Project Assessment and Approval), available on the DUAC website at www.duac.org.in.

  1. Overall, the proposal received at the formal stage lacks clarity, has discrepancies, and needs improvement. The architect is advised to adhere to all the above observations and provide a point-by-point incorporation and response.

3Revised building plans proposal in respect of Residential building on property no. 2480, situated at Chipiwara Kalan.
  1. The North-DMC forwarded (through online) the proposal for consideration by the Commission.
  2. The Commission approved the building plans proposal at its meeting held on February 20, 2025; specific observations were given.
  3. The revised building plans proposal (for residential building comprising of S+G+3 floors) received (through online) at the formal stage was scrutinised. Based on the submission made, including documentation, drawings, and photographs; the following observations are to be complied with:

a) The Commission noted that the proposal has been revised, including the addition of stilt area. The plot area has also been updated from 78.10 sq.m to 82.57 sq.m, and the building height has been increased from 14.13m to 17.40 m.

b) A portion of the front has been earmarked for road widening; the same shall be addressed by the concerned local body in accordance with prevailing UBBL norms, regulations, and applicable statutory provisions.

c) Light and ventilation for the building shall be provided in accordance with prevailing UBBL norms, regulations, and applicable statutory provisions. Provisions for weather protection shall also conform to the same.

d) All parking provisions shall adhere to all the applicable norms/guidelines/regulations, etc. (in terms of points no. 18 of the CPAA (Criterion for Project Assessment and Approval)), as available on the DUAC website at www.duac.org.in.

e) All plumbing pipes, rainwater pipes, service equipment, water tanks, air-conditioning units, solar panels, etc., should be camouflaged appropriately (in terms of points nos. 10, 11, and 12 of the CPAA (Criterion for Project Assessment and Approval), as available on the DUAC website at www.duac.org.in.

  2. The Commission accepted the concept of the proposal received at conceptual stage at its meeting held on March 25, 2026.
  3. The building plans proposal (comprising of basement + stilt + ground + 3 floors) received (through online) at the formal stage was scrutinised along with the compliances made to the previous observations of the Commission communicated vide DUAC letter no: OL-18032627011 dated 06.04.2026.  Based on the submission made, including documentation, drawings, and photographs; the following observations are to be complied with:

a) Provisions made for the weather protection shall adhere to be in accordance with prevailing UBBL norms, regulations, and applicable statutory provisions.

b) All parking provisions shall adhere to all the applicable norms/guidelines/regulations, etc. (in terms of points no. 18 of the CPAA (Criterion for Project Assessment and Approval)), as available on the DUAC website at www.duac.org.in.

5Building plans proposal in respect of “4530/3 Ward No XI, Plot No7/26, Ansari Road Daryaganj”.

  2. The Commission accepted the concept of the proposal received at conceptual stage at its meeting held on March 25, 2026.
  3.  The building plans proposal (for residential building comprising of basement + stilt + ground + 3 floors + terrace) received (through online) at the formal stage was scrutinised along with the previous observations of the Commission communicated vide DUAC letter no: OL- 22032627012 dated 06.04.2026.  Based on the submission made, including documentation, drawings, photographs and replies submitted; the following observations are to be complied with:

a) A portion of the front has been earmarked for road widening; the same shall be addressed by the concerned local body in accordance with prevailing UBBL norms, regulations, and applicable statutory provisions.

b) Provisions made for the weather protection shall adhere to be in accordance with prevailing UBBL norms, regulations, and applicable statutory provisions.

c) All parking provisions shall adhere to all the applicable norms/guidelines/regulations, etc. (in terms of points no. 18 of the CPAA (Criterion for Project Assessment and Approval)), as available on the DUAC website at www.duac.org.in.

6Building plans proposal in respect of “4817/1, Kothi No.24 Ansari Road, Daryaganj, Delhi”.
  1. The South-DMC forwarded (through online) the proposal for consideration by the Commission.
  2. The Commission did not approve the building plans proposal received at formal stage at its meeting held on December 3, 2025; specific observations were given.
  3. The building plans proposal (for residential building comprising of basement + stilt + ground + 3 floors) received (through online) at the formal stage was scrutinised along with the compliance made to the previous observations of the Commission communicated vide DUAC letter no: OL-02122555026 dated 08-12-2025.  Based on the submission made, including documentation, drawings, photographs and replies submitted; the following observations are to be complied with:

a) Provisions made for the weather protection shall adhere to be in accordance with prevailing UBBL norms, regulations, and applicable statutory provisions.

b) All parking provisions shall adhere to all the applicable norms/guidelines/regulations, etc. (in terms of points no. 18 of the CPAA (Criterion for Project Assessment and Approval)), as available on the DUAC website at www.duac.org.in.

7Completion plans proposal (part for 4th floor) in respect of Senior Secondary School (Venkateshwar International School) for Sri Venkateshwar Education Society at Sector-10, Dwarka.
  1. The DDA forwarded (through email) the proposal for consideration by the Commission.
  2. Earlier, the Commission approved the layout and building plans proposal at its meeting held on October 20, 2000 and subsequently accepted the NOC for completion plans proposal at its meeting held on August 17, 2004. 
  3. The Commission approved the building plan proposal for additions/alterations (for the Regularization on some classrooms on the first, second, and third floor, and the addition of a new fourth floor above) at its meeting held on May 2, 2024; specific observations were given.
  4. The proposal for NOC for completion (part-for 4th floor only) received (through email) at the completion stage was scrutinised. Based on the submission made, including drawings, documentations, and photographs, the proposal for Part NOC for Completion (for 4th floor only) is accepted.

8Revised Building plans proposal in respect of “Residential Apartment at Africa Avenue Marg, Sarojini Nagar” (Redevelopment of GPRA, Sarojini Nagar).
  1. The NDMC forwarded (through online) the proposal for consideration by the Commission.
  2. The Commission accepted the concept of the proposal received at conceptual stage at its meeting held on March 27, 2019, and approved the Redevelopment of GPRA colony, Sarojini Nagar at its meeting held on January 17, 2020, specific observations were given.
  3. The revised building plans proposal (for residential tower 1 to 9 comprising of 2 basement + ground + 10 floors) received (through online) at the formal stage was scrutinised.  Based on the submission made, including documentation, drawings, and photographs and a detailed discussion was held with the architect (online) on Cisco Webex meetings, during which clarifications were provided to the Commission’s queries. Based on the submission made, including drawings, documentations, and photographs, email dated 08.04.2026 etc, and the discussion held, the following observations are to be complied with:

a) The Commission observed that the proposal in respect of the ‘Residential Apartment’ was approved at its meeting held on January 17, 2020 with specific observations. The proposal was approved in terms of materials, finishes, architectural elements, façade, etc. It was noted from the revised submission, and the extracts taken from the project report, it was evident that the proposal has been revised completely to the extent that:

i.  The façade and the overall internal design scheme of the residential towers (T1, T2, T3, T7, T8, T9) and the towers with the community hall (T4, T5, T6) has undergone substantial changes compared to the previously approved 3D views.

ii.  Upper Basement of Previously Approved Plan was 20287.045 Sq. Mt. (218367.935 Sq. Ft) and the Floor Plate Area of Revised Plan is 27334.684 Sq. Mt (294228.089 Sq. Ft).

iii.  Lower Basement of Previously Approved Plan was 20287.045 Sq. Mt. (218367.935 Sq. Ft) and the Floor Plate Area of Revised Plan is 275410.89 Sq. Mt (275410.89 Sq. Ft).

iv.  Floor Plate Area of Previously Approved Plan was 919.41 Sq. Mt. (9896 Sq. Ft) and the Floor Plate Area of Revised Plan is 1095 Sq. Mt (11787 Sq. Ft).

b) It was observed that the submission refers to the Master Plan as “proposed,” whereas comparisons with the approved Master Plan for the redevelopment of the GPRA colony, including modifications, affected areas, and parking calculations, have not been adequately presented. A revised, corrected, and coordinated submission, with appropriate nomenclature and necessary modifications, shall be furnished for better understanding by the Commission.

c) The façade indicates an aesthetic feature at the top of each tower; however, requisite details, including structural design, material specifications, termination details, and drainage provisions, etc, have not been provided. Accordingly, the submission does not adequately demonstrate design feasibility or maintenance considerations. As the proposal is at the Formal stage, all such details shall be furnished through detailed plans, elevations, sections, and annotated 3D views to ensure clarity and completeness.

d) Detailed skin sections shall also be submitted to clearly illustrate the façade treatment, including material specifications and provisions for weather protection.

e) It has been observed that the façade proposes long wrap-around balconies (including kitchen utilities) with glass railings; however, details of the vertical members are either not provided or appear inadequate. Complete railing details, including fixing and structural details, shall be furnished in the revised submission.

f) It has also been observed that the façade does not indicate provisions for screening of outdoor air-conditioning units, drainage pipes, clothes drying areas, etc. Appropriate screening mechanisms shall be incorporated to ensure that the visual and aesthetics of the façade is not affected.

g) The terraces of the proposed tower blocks have been envisaged as “sky garden terraces,” incorporating features such as hard and soft landscaped areas, pathways, relaxation and recreational zones, plantation, yoga/meditation spaces, solar panel structures, seating, and water features. However, these have not been adequately detailed in the submission. As the proposal is at the Formal stage, comprehensive details including large-scale drawings, blow-up 3D views, material specifications, finishes, and architectural elements shall be furnished to enable better understanding by the Commission.

h) All parking provisions shall adhere to all the applicable norms/guidelines/regulations, etc. (in terms of points no. 18 of the CPAA (Criterion for Project Assessment and Approval)), as available on the DUAC website at www.duac.org.in.

i) The location of the DG Set, DG exhaust pipes, along with the proposed screening mechanism, has not been indicated. The same shall be clearly incorporated in the revised submission.

j) All plumbing pipes, rainwater pipes, service equipment, DG Set, DG exhaust pipes, water tanks, air-conditioning units, solar panels, clothes hanging in the balcony etc., should be camouflaged appropriately (in terms of points nos. 10, 11, and 12 of the CPAA (Criterion for Project Assessment and Approval), as available on the DUAC website at www.duac.org.in.

k) The Work of public art of suitable scale, size and material, imparting character and identity to the complex shall ensure to be installed in terms of point nos. 14 of the CPAA (Criterion for Project Assessment and Approval) and Memorandum dated October 07, 2025 available on the DUAC website at www.duac.org.in.
