- The North-DMC forwarded (through online/email) the proposal for consideration by the Commission.

- The building plans proposal (for residential building comprising of basement + ground + three floors) received (through online/email) at the formal stage was scrutinised. Based on the submission made, including documentation, drawings, and photographs; the following observations are to be complied with:
a) The Commission understands and observed from the submission provided that the proposal pertains to the demolition and reconstruction of a building comprising basement + ground + three floors, accommodating five individual dwelling units, each with a separate entrance, staircase, and lift core.
b) The proposal is incomplete, as the demolition plan and detailed project report have not been submitted. It shall be ensured that all requisite documents, including the demolition plan and detailed project report, are provided in the revised submission to enable a comprehensive review by the Commission.
c) The Commission noted that the submission is at a formal stage; however, the structural arrangement of the proposal, including the layout of columns, has not been indicated. It could impact furniture layouts, parking arrangements, and overall circulation. Considering the large scale of the project, it is suggested that a comprehensive and workable structural scheme be provided for all floors, including the basement, along with detailed parking layouts, to ensure efficient and functional planning of the building. All parking provisions shall adhere to all the applicable norms/guidelines/regulations, etc. (in terms of points no. 18 of the CPAA (Criterion for Project Assessment and Approval)), as available on the DUAC website at www.duac.org.in.
d) Detailed skin sections shall also be submitted to clearly illustrate the façade treatment, including material specifications and provisions for weather protection.
e) The submitted layout indicates provision of only one car lift for access to the parking area in the basement. It is recommended that an additional car lift be incorporated in the proposal to ensure continuity of operations and facilitate continuous recovery of vehicles in the event of a mechanical failure.
f) The ground floor plan indicates provision of steps at the entry points of individual dwelling units without an adequate landing, which may pose safety concerns for users. It shall be ensured that appropriate landings are provided at all entry doors to facilitate safe and convenient access to the dwelling units.
g) The proposal indicates the use of continuous wrap-around glass railings across all elevations and façades; however, the rooftop railing differs from that provided on the floors below. Additionally, two types of screening mechanisms MS tubes and MS CNC-cut panels have been proposed. The introduction of diverse elements may unpleasantly affect the uniformity and overall aesthetic coherence of the façade. It is, therefore, recommended that a more restrained and complementary palette of materials be adopted, integrating glass with other suitable materials, to achieve a cohesive, well-articulated, and visually harmonious façade composition in terms of points nos. 8 of the CPAA (Criterion for Project Assessment and Approval), as available on the DUAC website at www.duac.org.in.
h) The location of the generator has not been indicated in the submission. The same shall be clearly demarcated in the revised site layout plan. All plumbing pipes, rainwater pipes, service equipment, DG Set, DG exhaust pipes, water tanks, air-conditioning units, solar panels, etc., should be camouflaged appropriately (in terms of points nos. 10, 11, and 12 of the CPAA (Criterion for Project Assessment and Approval), as available on the DUAC website at www.duac.org.in.
i) The installation of clear-story solar panels on a well-designed structural frame, integrated with the building design, is suggested to ensure the effective utilisation of the space beneath, subject to feasibility as per building bye-laws. This placement also facilitates easy maintenance, reduces heat load through increased shading, and improves aesthetics. The sustainability features shall be as per Point 7 of the CPAA (Criterion for Project Assessment and Approval), available on the DUAC website at www.duac.org.in.

| 2 | Building plans proposal for additions and alterations in respect of Commercial Complex (Sangam Cinema) at property no. 09, Sector-IX, R.K. Puram. | |
- The South-DMC forwarded (through email) the proposal for consideration by the Commission.
- The Commission approved the building plans proposal at its meeting held on November 1, 2007 and revised building plans proposal were approved at its meeting held on October 13, 2010. The Commission accepted the NOC for completion plans proposal at its meeting held on February 13, 2015.
- The building plans proposal (for additions and alterations) received (through email) at the formal stage was scrutinised. Based on the submission made, including documentation, drawings, and photographs; the following observations are to be complied with:
a) The Commission noted that as per the project report, the proposal for additions/alterations includes the following:
a. Addition of lift.
b. Demolition of the slanted roof on the second floor and its replacement with a plain RCC slab for the construction of shops and offices.
c. Proposal for a connecting corridor/skywalk to interconnect the building.
The Commission noted that when evaluating the case for additions or alterations, it did not take into account the existing built construction at the site. This relates only to the proposal for additions and alterations.
b) The submitted site photographs are unclear, as they do not adequately capture the existing site conditions and have been provided in varying orientations, making them difficult to interpret. It shall be ensured that clear, uncut photographs of all sides of the site are provided, with proposed areas of additions/alterations shall be superimposed on the existing façade for better understanding of the proposal. Additionally, photographs of the areas where additions are being proposed including existing sloping roof area, where the RCC slab is proposed, shall be submitted from various angles to enhance clarity of the proposal.
c) As the proposal is at the Formal stage and involves additions/alterations to an existing building, updated site photographs of the terrace, including the existing solar panel installations, shall be submitted. Further, since the drawings indicate the provision of double-stack parking across three basement levels, photographs of the same shall also be provided in the revised submission to illustrate existing conditions and current usage for understanding.
d) It was observed that existing portions of the built-up area have been depicted in red, making the drawings unclear and difficult to interpret. Appropriate colour coding, in accordance with applicable building bye-laws, shall be adopted while submitting the revised proposal including plans, elevations, sections, annotated 3D views etc., to clearly distinguish existing construction from proposed additions/alterations.
e) It was observed that the location of the Swachh Bharat toilet has been indicated at the front; however, its detailed drawings, including plans, elevations, and sections, have not been provided, rendering the submission incomplete at the Formal stage. All requisite details, including corrected and coordinated drawings along with annotated 3D views, shall be furnished in the revised submission to enable a comprehensive review.
f) All plumbing pipes, rainwater pipes, service equipment, water tanks, air-conditioning units, solar panels, etc., should be camouflaged appropriately (in terms of points nos. 10, 11, and 12 of the CPAA (Criterion for Project Assessment and Approval), as available on the DUAC website at www.duac.org.in.

- The building plans proposal (for additions and alterations) received (through email) at the formal stage was scrutinised, along with the previous observations of the Commission communicated vide DUAC letter no: OL-02032623189 dated 17.03.2026. Based on the replies submitted, and the revised submission made, the following observations are to be complied with:
a) The Commission noted that when evaluating the case for additions or alterations, it did not take into account the existing built construction at the site. This relates only to the proposal for additions and alterations.
b) A portion of the front has been earmarked for road widening; the same shall be addressed by the concerned local body in accordance with prevailing UBBL norms, regulations, and applicable statutory provisions.
c) The proposal is for the additions/alterations, a lot of live/dead load is being added to the existing building. Structure shall be designed to withstand weather effects and impacts from calamities such as earthquakes, etc., as it is an additional structure added to the existing superstructure. The local body shall ensure the structural safety of the additions/alterations done on the existing superstructure.
d) Head room under the staircase shall be adhere to the UBBL norms, regulations, and applicable statutory provisions.
e) All parking provisions shall adhere to all the applicable norms/guidelines/regulations, etc. (in terms of points no. 18 of the CPAA (Criterion for Project Assessment and Approval)), as available on the DUAC website at www.duac.org.in.

- The building plans proposal (for residential building comprising of ground + 1 floor) received (through email) at the formal stage was scrutinised. Based on the submission made, including documentation, drawings, and photographs; the following observations are to be complied with:
a) The site photographs indicate the presence of existing structures on the site; however, the demolition plan has not been submitted. Further, requisite documentation, including the scanned proforma required at the Formal stage, has also not been provided, rendering the submission incomplete. All such details shall be furnished in the revised proposal to enable a comprehensive and judicious review.
b) The parking plan indicates the provision of surface-level car parking, which was not appreciated by the Commission. It is recommended that alternative parking provisions be explored to free up the ground surface and enhance site efficiency. This would also minimise hard paving at ground level, thereby reducing the risk of urban flooding and contributing to improve environmental conditions within the site. All parking provisions shall adhere to all the applicable norms/guidelines/regulations, etc. (in terms of points no. 18 of the CPAA (Criterion for Project Assessment and Approval)), as available on the DUAC website at www.duac.org.in.
c) Detailed skin sections shall also be submitted to clearly illustrate the façade treatment, including material specifications and provisions for weather protection.

- The Commission did not approve the building plans proposal for additions and alterations at its meetings held on December 24, 2025, January 22, 2026, February 12, 2026 and March 5, 2026, specific observations were given.
- The proposal for additions and alterations (proposed extension of bedrooms, toilets, balconies and kitchen) received (through email) at the formal stage was scrutinised along with replies submitted in response to the previous observations of the Commission communicated vide DUAC letter no: OL-22122522120 dated 12.03.2026. Based on the replies submitted, and the revised submission made, the following observations are to be complied with:

a) During its meeting on October 17, 2024, the Commission issued specific guidelines through memorandum no. 1(2)/82-DUAC dated October 29, 2024, for the conceptual proposal under review. It was noted that the architect’s COA certificate was missing from the checklist. As the proposal is at the conceptual stage, it is imperative to provide accurate and complete documentation, adhering to the requirements specified in the checklist for conceptual proposals (available on the OPAAS login page under "Steps to Submit Proposals for Conceptual Proposals"). This will ensure that the Commission appropriately considers the proposal.
- The Commission did not consider the proposal due to a lack of information at the Conceptual stage (as per the checklist available on the DUAC website). Thus, the architect is advised to provide complete and correct information to ensure consideration of the proposal.

- The building plans proposal (for hospital building and MLCP block) received (through email) at the formal stage was scrutinised. Based on the submission made, including documentation, drawings, and photographs, the following observations are to be complied with:
a) The proposal pertains to hospital block (3 basements + G + 8 floors + service floors), and a MLCP block (G+17 floors with a capacity of 128 ECS).
b) The Commission observed that the proposal is at the Formal stage; however, comprehensive details of the Swachh Bharat toilet, ATM, and guard house have not been provided, the absence of detailed plans, internal layouts, elevations, sections, and annotated 3D views renders the submission incomplete. As these elements form the primary interface with the city and key points of user interaction, their design shall be comprehensively detailed in the revised submission.
c) The design of the main gate incorporates vertical members, whereas the park gate features horizontal members. It shall be ensured that a consistent design language is maintained across both gates to achieve overall coherence in the scheme. Additionally, the detailed gate design plan has not been submitted. It shall be ensured that the main gate incorporates adequate provisions for safe and convenient pedestrian access. It was further observed that the security gate may become inaccessible when the main gate opens inwards. Accordingly, its functionality shall be ensured through appropriate design modifications.
d) All parking provisions shall adhere to all the applicable norms/guidelines/regulations, etc. (in terms of points no. 18 of the CPAA (Criterion for Project Assessment and Approval)), as available on the DUAC website at www.duac.org.in.
