C. PROJECT PROPOSALS:

1Completion plans in respect of East Delhi Campus, Guru Govind Singh Indraprastha University at Surajmal Vihar.
  1. The East-DMC forwarded (online) the proposal for consideration by the Commission.
  2. The Commission approved the building plans proposal at its meeting held on January 23, 2015.
  3. The Commission did not accept the NOC for (Completion stage) at its meeting held on February 01, 2024, specific observations were given.
  4. The proposal for NOC for completion received for (Block A (Academic), Block B (Academic), Block C (Computer Centre), Block D (Administration), Block E (Auditorium), Block F (Future Expansion), Block G (Sports Hall), Block H (Boys Hostel), Block I (Teacher Hostel), Block J (Girls Hostel), Director’s Residence and Type Quarters (Type II, Type III, Type IV, Type V) (online) at the completion stage was scrutinised and a detailed discussion was held with the architect & proponent (online) on Cisco Webex meetings, during which clarifications were provided to the Commission’s queries. Based on the submission made, including drawings, documentations, and photographs, etc, discussion held and email recieved on 22.01.2026, the proposal for NOC for completion is found to be accepted.

2Completion plans proposal in respect of Block 3 of GPOA at GPRA, Netaji Nagar.
  1. The NDMC forwarded (online) the proposal for consideration by the Commission.
  2. The Commission accepted the concept of redevelopment of GPRA at Netaji Nagar at its meeting held on April 03, 2019. The Commission approved the redevelopment of GPRA at Netaji Nagar at the formal stage at its meeting held on February 12, 2020, specific observations were given.
  3. Further, the Commission did not accept the NOC for (Part Completion) at its meeting held on November 27, 2025, specific observations were given.
  4. The proposal for NOC for completion (Block 3) received (online) at the completion stage was scrutinised along with the replies submitted to its previous observations Communicated vide DUAC observation letter no: OL-19112550022, dated 03.12.2025. Based on the replies submitted, submission made, including drawings, documentations, and photographs, etc the proposal for completion of NOC (Block 3) is found to be accepted.

3Buildings plan proposal for additions and alterations in respect of Bal Bharti School, Sector 12, Dwarka.
  1. The DDA forwarded (online) the proposal for consideration by the Commission.
  2. The Commission approved the building plan proposal at its meeting held on August 10, 2000, and the NOC for completion plan approval was given in the meeting of the Commission held on February 12, 2008. The revised layout and building plan proposal was approved in the meeting of the Commission held on May 07, 2014. The NOC for completion (third floor only) was accepted by the Commission at its June 25, 2021, meeting.
  3. The Commission accepted the proposal for additions/alterations (addition of classrooms from first to third floor) at conceptual stage at its meeting held on August 22, 2024 specific observations were given. But did not approve the same at formal stage at its meeting held on November 06, 2025, specific observations were given.
  4.  The revised building plans proposal for additions and alteration (addition of classrooms from ground to first floor) received (online) at the formal stage was scrutinised along with the replies submitted by the architect in response to the previous observations of the Commission communicated vide DUAC Letter No.: OL-29102522116 dated 11.11.2025. Based on the compliances, and the submission made, the following observations are to be complied with:

a) The Commission observed that while considering the case for additions/alterations, it did not consider and cover the existing built construction at the site. This concerns the proposal for additions/alterations only.

b) All parking provisions shall adhere to all the applicable norms/guidelines/regulations, etc.

c) All plumbing pipes, rainwater pipes, service equipment, DG Set, DG exhaust pipes, water tanks, air-conditioning units, solar panels, etc., should be camouflaged appropriately (in terms of points nos. 10, 11, and 12 of the CPAA (Criterion for Project Assessment and Approval), as available on the DUAC website at www.duac.org.in.

4Building plans proposal in respect of Ayush Hospital at Redevelopment of GPRA Colony, Sarojini Nagar
  1. The NDMC forwarded (online) the proposal for consideration by the Commission.
  2. The proposal in respect of GPRA Colony, Sarojini Nagar was approved by the Commission at its meeting held on January 17, 2020.
  3. The building plan proposal for the redevelopment of GPRA Colony, Sarojini Nagar (B+G+5 floors) received (online) at the formal stage was scrutinised and a detailed discussion was held with the architect (online) on Cisco Webex meetings, during which clarifications were provided to the Commission’s queries. Based on the submission made, including drawings, documentations, and photographs, etc, discussion held, the following observations are to be complied with:

a) The layout plan proposes the provision of puzzle parking at the site entrance. However, the current placement of the parking facility is likely to result in traffic congestion during peak hours due to its location and the time required for vehicle parking. It is therefore recommended that the parking facility be relocated to the rear of the site to ensure a congestion-free entrance. Accordingly, the main hospital building may be positioned towards the front of the site, while the parking area and other service functions are accommodated at the rear, with adequate visual screening to maintain site aesthetics and functionality. This would also help maintain a visually appealing front façade, which is currently affected by the proposed puzzle parking.

b) The proposed puzzle parking system does not appear to be efficiently designed, as the floor-to-floor heights appears to exceed the requirements for such parking facilities. It is therefore recommended to reduce the floor-to-floor height of the parking block to optimise space utilisation and accommodate a greater number of parking spaces within the same overall building height.

c) The extent of the site is not clear from the submitted site photographs, as the surrounding areas are under construction. It is therefore required that revised photographs be submitted, clearly indicating the site boundaries, to ensure clarity and make the submission self-explanatory.​​​​​​​

d) The layout plans, particularly the ground floor plan, indicate uniform levels across the entire site, both within and outside the building footprint, while simultaneously showing the provision of ramps for upward and downward movement. It is therefore required that the drawings be revised to clearly indicate correct site levels, including finished ground levels and the plinth level, to ensure clarity and technical accuracy.​​​​​​​

e) A canteen has been provided on the ground floor but it does not indicate its capacity, associated services etc. The same shall be relooked at. Also, a lot of waste (dry and wet, food items, etc.) supposed to be generated, a detailed solid waste management plan proposal along with its location on the site plan be submitted. ​​​​​​​

f) The roof design of the guard room shall be detailed, including provisions for rainwater drainage and appropriate screening of utilities, if any, to ensure proper functionality and visual integration.​​​​​​​

g) As the site forms part of a larger complex, it is recommended that materials similar to those used in the surrounding buildings be adopted to ensure visual harmony and coherence.​​​​​​​

h) All parking provisions shall adhere to all the applicable norms/guidelines/regulations, etc.​​​​​​​

i) The Work of public art of suitable scale, size and material, imparting character and identity to the complex shall ensure to be installed in terms of point nos. 14 of the CPAA (Criterion for Project Assessment and Approval) and Memorandum dated October 07, 2025 available on the DUAC website at www.duac.org.in. Any deviations in the artwork from the approved design must be submitted to the Commission for prior approval before the commencement of construction, to ensure compliance and facilitate final approval upon project completion.​​​​​​​

j) The installation of clear-story solar panels on a well-designed structural frame, integrated with the building design, is suggested to ensure the effective utilisation of the space beneath, subject to feasibility as per building bye-laws. This placement also facilitates easy maintenance, reduces heat load through increased shading, and improves aesthetics. The sustainability features shall be as per Point 7 of the CPAA (Criterion for Project Assessment and Approval), available on the DUAC website at www.duac.org.in.

  1. Overall, the proposal received at the formal stage lacks clarity, has discrepancies, and needs improvement. The architect is advised to adhere to all the above observations and provide a point-by-point incorporation and response.

5Completion plans (Part) proposal in respect of NSCS Building (GOB-3), Executive Enclave at Plot no. 38, Kamraj Road
  1. The CPWD forwarded (online) the proposal for consideration by the Commission.
  2. The Commission had approved the proposal in respect of the Executive Enclave at Plot no. 38 at its meeting held on June 23, 2022 specific observations were given. The Commission accepted the NOC for completion (Part-Cabinet Secretariat Block) at its meeting held on 13-November-2025.
  3. The proposal for NOC for completion received for NSCS building GOB-3 (B+G+3 floors) (online) at the completion stage was scrutinised. Based on the submission made, including drawings, documentations, and photographs, etc. the proposal for completion of NSCS building GOB -3 is found to be accepted.

6Layout and Building plans proposal for additions and alteration in respect of Sansad Vihar CGHS plot no. 2, Sector-3, Dwarka.
  1. The DDA forwarded (online) the proposal for consideration by the Commission.
  2. The Commission had earlier approved the layout and building plans proposal at its meeting held on February 2, 1996, and the Completion plans were returned to DDA by the sub-committee at its meeting held on October 21, 2003. The Commission approved the revised layout and building plans proposal at its meeting held on November 22, 2005.
  3. The Commission did not approve the building plans proposal for additions and alterations at its meeting held on December 24, 2025, specific observations were given.
  4. The proposal for additions and alterations (proposed extension of bedrooms, toilets, balconies and kitchen) received (online) at the formal stage was scrutinised along with replies submitted in response to the previous observations of the Commission communicated vide DUAC letter no: OL-22122522120 dated 30.12.2025. Based on the replies submitted, and the revised submission made, the following observations are to be complied with:

a) It was observed that the proposal has been resubmitted without satisfactorly complying to the Commission’s observations furnished vide DUAC letter no: OL-22122522120 dated 30.12.2025. The following observations are reiterated:

“...(e )The proposed design scheme does not include provisions for screening outdoor air-conditioning units, drying clothes on balconies, or concealing plumbing pipes and service shafts. A comprehensive screening strategy should be developed for all these service elements within each block to preserve façade aesthetics and prevent adverse impacts. To enhance understanding, detailed large-scale drawings, such as plans, elevations, sections, and 3D views, of a typical block should be provided.

(g) The Commission emphasised that the building must properly screen all exposed pipes, designate screened spaces for outdoor air conditioning units, and remove all temporary balcony coverings...

b) The detailing of the proposed jaali used for screening is not appropriate. It shall be ensured that the jaali is designed to extend up to the bottom level of the balcony slab to effectively screen utilities, including outdoor air-conditioning units. Further, the design of the railing shall be revised to ensure user safety, and detailed design drawings shall be submitted as part of the revised submission.

c) The details of the Swachh Bharat toilet have not been presented adequately. It shall be ensured that complete and coordinated details are provided integrated to the complex, including plans, elevations, sections, and three-dimensional views, for clarity and proper assessment.

d) All parking provisions shall adhere to all the applicable norms/guidelines/regulations, etc.

e) All plumbing pipes, rainwater pipes, service equipment, DG Set, DG exhaust pipes, water tanks, air-conditioning units, solar panels, etc., should be camouflaged appropriately (in terms of points nos. 10, 11, and 12 of the CPAA (Criterion for Project Assessment and Approval), as available on the DUAC website at www.duac.org.in.

  1. Overall, the proposal received at the formal stage lacks clarity, especially in view of the non-compliance and the point-wise replies to its previous observations communicated vide DUAC observation letter no: OL- 22122522120 dated 30.12.2025. The architect is again advised to adhere to all the above observations and furnish a pointwise incorporation and reply.

Completion plans proposal in respect of Commercial Complex at Plot No- CSC / OCF, Sector-25, Rohini

  1. The North-DMC forwarded (online) the proposal for consideration by the Commission.
  2. Earlier the Commission approved the Building Plans proposal at its meeting held on January 19, 2023. The Commission did not approve the completion plans proposal at its meeting held on November 27, 2025; specific observations were given. The Commission accepted the concept of proposal for additions/modifications at its meeting held on December 18, 2025, specific observations were given.
  3. The proposal for NOC for completion (B+G+2 floors) received for (online) at the completion stage was scrutinised. Based on the submission made, including drawings, documentations, and photographs, etc the proposal for NOC for completion is found to be accepted.

Building plans proposal in respect of B-21, Asaf Ali road.

  1. The SDMC forwarded (online) the proposal for consideration by the Commission.
  2. The Commission accepted the concept of building plan proposal (for demolition and reconstruction of plot no. B-21, Block-4, Asaf Ali Road) at its meeting held on January 15, 2026, and made specific observations.
  3. The building plans proposal received (online) at the formal stage, was scrutinised, the following observations are to be complied with:

a) The space earmarked for branding, as indicated in the three-dimensional views, shall be subject to prior approval by the Commission. A comprehensive signage and branding scheme shall be submitted and approved before commencement of construction, to ensure NOC at the completion stage.

b) All parking provisions shall adhere to all the applicable norms/guidelines/regulations, etc.

c) All plumbing pipes, rainwater pipes, service equipment, DG Set, DG exhaust pipes, water tanks, air-conditioning units, solar panels, etc., should be camouflaged appropriately (in terms of points nos. 10, 11, and 12 of the CPAA (Criterion for Project Assessment and Approval), as available on the DUAC website at www.duac.org.in.

Completion plan proposal (Part: MLCP (B6) and Hospital Block (B1)) in respect of Gujarmal Modi Hospital and Research Centre, Saket.

  1. The SDMC forwarded (online) the proposal for consideration by the Commission.
  2. The Commission approved the revised layout and building plan proposal at its meeting held on March 27, 2025, and made specific observations.
  3. The proposal for NOC for the completion (Block B-1 (Hospital block), and Block B6 (MLCP)) received (online) at the completion stage, was scrutinised.  Based on the submission made, including drawings, documentations, and photographs, etc the proposal for NOC for completion (Part- Block B-1 (Hospital block), and Block B6 (MLCP)) is found to be accepted.

  2. The Commission approved the building plans proposal in respect of the (Academic Building for NUEPA) at its meeting held on February 9, 2018, specific observations were given. The Commission did not accept the NOC for Completion at its meeting held on November 13, 2025; specific observations were given.
  3. The proposal for NOC for completion received (online) at the completion stage was scrutinised. Based on the submission made, including drawings, documentations, and photographs, etc, the proposal for Noc for completion is found to be accepted.
