- The North-DMC forwarded (online) the proposal for consideration by the Commission.
- The Commission approved the layout and building plans proposal at its meeting held on February 15, 1990. Further, the Commission approved the building plans proposal for additions/alterations at its meeting held on December 12, 2018.
- The Commission approved the building plans proposal for addition/alteration (Block-A (2B+G+11), Block-B (B+G+4) and a Tower parking) at its meeting held on June 15, 2023.
- The proposal for NOC for completion received for (Saroj Super Speciality Hospital, Block-A) (online) at the completion stage was scrutinised and a detailed discussion was held with the architect (online) on Cisco Webex meetings, during which clarifications were provided to the Commission’s queries. Based on the submission made, including drawings, documentations, and photographs, etc., and the discussion held, the following observations are to be complied with:
a) The Commission noted that the proposal received for the NOC for Completion is for the approvals (formal) taken at its meeting held on February 15, 1990, and the additions/alterations approved at the meeting on December 12, 2018. The additions and alterations approved (formally) for Block-A (2B+G+11), Block-B (B+G+4), and a Tower parking at the meeting on June 15, 2023, have not been constructed. However, these delineations have not been appropriately marked in the drawings for better understanding and judicious review by the Commission.
b) The submitted site photographs depicting the building’s existing condition show elements such as temporary sheeting, exposed pipes, machinery, and ramp coverings. The Commission emphasised that, to obtain the NOC for completion, all exposed pipes must be adequately screened, designated screened enclosures must be provided for outdoor air-conditioning units, and all temporary coverings must be removed.
c) For a better understanding of the proposal, all sides photographs, i.e. ‘Before (submitted 3d views at the time of DUAC formal approval) and After (current actual built construction)’ of the constructed building blocks, are to be provided.
- Overall, the proposal received at the formal stage lacks clarity and needs improvement. The architect is advised to adhere to all the above observations and provide a point-by-point incorporation and response.

- The proposal for NOC for completion received for (Rukmani Devi Senior Secondary School) (online) at the completion stage was scrutinised. Based on the submission made, including drawings, documentations, and photographs, the proposal for the completion of NOC for is found to be accepted.

- The North-DMC forwarded (online) the proposal for consideration by the Commission.
- The Commission had earlier approved the proposal (Block I: 2 storeyed, Block II and III: 3 storeyed, Block IV: 4 Storeyed) at its meeting held on February 15, 1987 and considered and returned the NOC for Completion plans proposal (Block I: 3 Storeyed, BLOCK II and III: 4 Storeyed, Block IV was not constructed) at its meeting held on October 4, 1991.
- The Commission approved the addition and alterations proposal (block IV and residential nurse hostel) at its meeting held on February 11, 1997.
- Subsequently, the Commission approved the proposal for revised additions and alterations (Existing: Block IV, Block I: demolition and reconstruction of 4B+G+8, proposed MLCP: 4B+G+3 Floors, Block V: B+G+3 Existing + 2 floors proposed) at its meeting held on December 28, 2017.
- The proposal for NOC for completion (Part- Block 4 (fourth and fifth floor) and Block 5) received (online) at the completion stage was scrutinised, and a detailed discussion was held with the architect (online) on Cisco Webex meetings, during which clarifications were provided to the Commission’s queries. Based on the submission made, including drawings, documentations, and photographs, etc and the discussion held, the following observation is to be complied with:
a) The Commission noted that the block-5, for which NOC for Completion has been applied, from a visual perspective is interconnected with the existing building blocks 1, 2, and 3, but the colour of the external façade appears to vary. For better cohesiveness and uniformity, and to maintain the visual urban façade, it should have the same visual appearance, including colour scheme. The same needs to be relooked at.
- The architect is advised to adhere to all the above observations and provide a point-by-point incorporation and response.

- The Commission did not approve the building plan proposal at its meetings held on July 24, 2019, January 29, 2021 and March 2, 2021; specific observations were given.
- Subsequently, the Commission approved the building plans proposal at its meeting held on May 21, 2021; specific observations were given.
- The revised layout and building plans proposal received (online) at the formal stage was scrutinised along with the previous proposal considered and approved by the Commission at its meeting held on May 21, 2021, and the following observations are to be complied with:
a) All parking provisions shall adhere to all the applicable norms/guidelines/regulations, etc.
b) The Work of public art of suitable scale, size and material, imparting character and identity to the complex shall ensure to be installed in terms of point nos. 14 of the CPAA (Criterion for Project Assessment and Approval) and Memorandum dated October 07, 2025 available on the DUAC website at www.duac.org.in. Any deviations in the artwork from the approved design must be submitted to the Commission for prior approval before the commencement of construction, to ensure compliance and facilitate final approval upon project completion.
c) The installation of clear-story solar panels on a well-designed structural frame, integrated with the building design, is suggested to ensure the effective utilisation of the space beneath, subject to feasibility as per building bye-laws. This placement also facilitates easy maintenance, reduces heat load through increased shading, and improves aesthetics. The sustainability features shall be as per Point 7 of the CPAA (Criterion for Project Assessment and Approval), available on the DUAC website at www.duac.org.in.

- The Commission approved the building plans in respect of Shri Lal Bahadur Shastri Rastriya Sanskrit Vidyapeeth at Katwaria Sarai at its meeting held on March 01, 2001.
- The Commission did not approve the ‘Boys and Girls Hostel at Shri Lal Bahadur Shastri National Sanskrit University’ at its meeting held on November 20, 2025; specific observations were given.
- The building plan proposal for the Construction of Boys’ and Girls’ Hostel received (online) at the formal stage was scrutinised along with the replies submitted by the architect in response to the observations of the Commission communicated vide DUAC observation letter no: OL-12112562047 dated 25.11.2025. Based on the compliance made and revised submission, the following observations are to be complied with:
a) All parking provisions shall adhere to all the applicable norms/guidelines/regulations, etc.
b) It shall be ensured that the proposed top artwork panels are removed. Further, the lower artwork panels shall be positioned in such a manner that they do not extend above the horizontal band, i.e., the lower two floors of the building. The Work of public art of suitable scale, size and material, imparting character and identity to the complex shall ensure to be installed in terms of point nos. 14 of the CPAA (Criterion for Project Assessment and Approval) and Memorandum dated October 07, 2025 available on the DUAC website at www.duac.org.in. Any deviations in the artwork from the approved design must be submitted to the Commission for prior approval before the commencement of construction, to ensure compliance and facilitate final approval upon project completion.

- 3D views of both the plot numbers B-21 and B-22, Block - 4, Asaf Ali Road have been submitted, but the proposal is only for plot no. B-21 as a separate plot.
- The building plan proposal for (demolition and reconstruction of plot no. B-21, Block-4, Asaf Ali Road) received (online) at the conceptual stage was scrutinised. Based on the submission made, including drawings and photographs submitted, the following observations are to be complied with:
a) All parking provisions shall adhere to all the applicable norms/guidelines/regulations, etc.
b) The Work of public art of suitable scale, size and material, imparting character and identity to the complex shall ensure to be installed in terms of point nos. 14 of the CPAA (Criterion for Project Assessment and Approval) and Memorandum dated October 07, 2025 available on the DUAC website at www.duac.org.in. Any deviations in the artwork from the approved design must be submitted to the Commission for prior approval before the commencement of construction, to ensure compliance and facilitate final approval upon project completion.
c) The Memorandum dated October 07, 2025 available on the DUAC website at www.duac.org.in. states that -
“…in all projects reviewed by DUAC, where signage and hoardings are important, they should be thoughtfully incorporated into the overall design instead of being treated as afterthoughts or add-ons…”.
It shall be ensured by the architect that all signage form an integral part of the overall design scheme, thereby maintaining coherence and visual consistency across the proposal.
d) The installation of clear-story solar panels on a well-designed structural frame, integrated with the building design, is suggested to ensure the effective utilisation of the space beneath, subject to feasibility as per building bye-laws. This placement also facilitates easy maintenance, reduces heat load through increased shading, and improves aesthetics. The sustainability features shall be as per Point 7 of the CPAA (Criterion for Project Assessment and Approval), available on the DUAC website at www.duac.org.in.
