C. PROJECT PROPOSALS:

1Building plans proposal for additions and alterations in respect of Plot No. 1086 situated at Gandhi Gali, Fatehpuri.
  1. The North-DMC forwarded (online) the proposal for consideration by the Commission.
  2. No previous record of approvals(formal/completion) taken from the Commission has been found in the available record of the Commission.
  3. The building plans proposal (alterations on ground floor and proposed first, second and third floors) received (online) at the formal stage was scrutinised. Based on the submission made, including drawings and photographs, the following observation is to be complied with:

a) From the proposed drawings, it is observed that there is no ventilation on the ground floor in the central areas. As the site is located in a dense neighbourhood, the design needs to ensure proper light and ventilation to all parts by provision of a central cut-out, especially on the ground floor. Accordingly, all the drawings including plans, elevations, sections to be revised.

b) The structural details, columns are missing in the submission, structural arrangement is important as it impacts functionality and façade design. It shall be ensured that a complete structural arrangement is provided for all floors, to explain the façade design.

c) The plumbing shafts shown on the upper floors i.e. 1st, 2nd and 3rd are not seen in the ground floor plan i.e. they discontinue. Thus, a discrepancy is seen in the drawings. Updated drawings showing plumbing shafts for pipes of toilet, kitchen, balcony, terrace and balcony to be shown in the revised submission.

d) The Sustainability features shall be as per point 7 of the CPAA (Criterion for Project Assessment and Approval), as available on the DUAC website at www.duac.org.in.

e) All plumbing pipes, rainwater pipes, service equipment, water tanks, air-conditioning units, solar panels, etc., should be camouflaged appropriately (in terms of points nos. 10, 11, and 12 of the CPAA (Criterion for Project Assessment and Approval)), as available on the DUAC website at www.duac.org.in.

  1. Overall, the proposal received at the formal stage lacks clarity and needs improvement. The architect is advised to adhere to all the above observations and provide a point-by-point incorporation and response.

2Building plans proposal in respect of Proposed Academic Block IIT Delhi, Hauz Khas.
  1. The South-DMC forwarded (online) the proposal for consideration by the Commission.
  2. The Commission did not accept the concept of building plans proposal for Type ‘C’ Residences, but accepted the Academic Block at its meeting on August 8, 2025, specific observations were given.
  3. The building plan proposal for Academic Block (2 basements + ground + 9 floors) received (online) at the formal stage was scrutinised along with previous observations of the Commission communicated vide DUAC Conceptually Suitable letter no.: OL-29072527039 dated 13.08.2025, and a discussion was held with the architect, who provided clarifications to the queries of the Commission. Based on the submission, replies submitted, and the discussion held, the following observations are to be complied with:

a) The design proposal incorporates provisions for double stack parking arrangements to meet the necessary parking requirements. The architect and proponent to ensure the proper implementation of these arrangements on-site, which shall be examined during the proposal's completion stage. All parking arrangements adhere to the relevant rules, regulations, guidelines, and other applicable requirements.

b) The layout of toilets on all floors should be designed to ensure adequate screening from corridors, thereby maintaining the privacy of users.

c) Toilets on all floors should have the provisions of shafts of appropriate dimensions to ensure that all pipes are concealed and not exposed on the façade, thereby maintaining the overall aesthetic quality of the building.

d) It is suggested to provide permanent finishes like stone, exposed bricks etc. up to an appropriate height to ensure aesthetics and to ensure seepage does not spoil the visual and mar the façade aesthetics.

e) The top detail of the parapet coping shall be designed with an inward slope to prevent rainwater from leaving trail marks on the façade and to avoid potential seepage issues.

f) The installation of clear-story solar panels on a well-designed structural frame, integrated with the building design, is suggested to ensure the effective utilisation of the space beneath. This placement also facilitates easy maintenance, reduces heat load through increased shading, and most importantly, improves aesthetics. The Sustainability features shall be as per point 7 of the CPAA (Criterion for Project Assessment and Approval), as available on the DUAC website at www.duac.org.in.

g) Work of public art of suitable scale, size and material, imparting character and identity to the complex, at an appropriate level, shall ensure to be installed in terms of point nos. 14 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

h) The Sustainability features shall be as per point 7 of the CPAA (Criterion for Project Assessment and Approval), as available on the DUAC website at www.duac.org.in.

i) All plumbing pipes, rainwater pipes, service equipment, DG Set, DG exhaust pipes, water tanks, air-conditioning units, solar panels, etc., should be camouflaged appropriately (in terms of points nos. 10, 11, and 12 of the CPAA (Criterion for Project Assessment and Approval)), as available on the DUAC website at www.duac.org.in.

3Building plans proposal (demolition & reconstruction) in respect of Residential building on plot no. 7822, Ward no. 12, situated at Roshanara road.
  1. The North-DMC forwarded (online) the proposal for consideration by the Commission.
  2. The building plans proposal for a Residential building (Stilt+ground+3 floors) received (online) at the formal stage was scrutinised. Based on the submission made, including drawings and photographs, the following observation is to be complied with:

a) From the submitted site photographs, it is evident that the existing building on site has already been demolished.  

b) The Sustainability features shall be as per point 7 of the CPAA (Criterion for Project Assessment and Approval), as available on the DUAC website at www.duac.org.in.

c) All plumbing pipes, rainwater pipes, service equipment, DG Set, DG exhaust pipes, water tanks, air-conditioning units, solar panels, etc., should be camouflaged appropriately (in terms of points nos. 10, 11, and 12 of the CPAA (Criterion for Project Assessment and Approval)), as available on the DUAC website at www.duac.org.in.

4Completion plan proposal in respect of House No. 09, Abul Fazal Road, New Delhi
  1. The NDMC forwarded (online) the proposal for consideration by the Commission.
  2.  The Commission approved the demolition and reconstruction plans proposal at its meeting held on April 13, 2023; specific observations were given.
  3. The completion plans proposal received (online) at the completion stage was scrutinised. Based on the submitted documentation, including drawings and photographs, the proposal for the NOC for Completion is accepted.

5Building plans proposal in respect of the Construction of Central Ayurveda Research Institute at FC-5, Block-A, Sector 28, Rohini.
  1. The CPWD forwarded (online) the proposal for consideration by the Commission.
  2. The Commission did not approve the building plans proposal at its meeting held on August 08, 2025, specific observations were given.
  3. The revised building plans proposal (2 basements + G+6 floors) received (online) at the formal stage was scrutinised along with the replies submitted by the architect in response to the previous observations of the Commission communicated vide DUAC letter no.: OL-29072562033 dated 13.08.2025, and a discussion was held with the architect, who provided clarifications to the queries of the Commission. Based on the submission, replies submitted, and the discussion held, the following observations are to be complied with:

a) The white band around the windows is likely to attract dust and show rainwater trail marks. It is advised to replace this detail with a low-maintenance material or finish that can withstand harsh weather, including rain, without harming the façade's appearance. Details of the window, such as projections, sill level, and materiality, should be provided separately to explain its function. These details must also be reflected in the drawings, including plans, elevations, skin sections, and 3D views.

b) The materiality details specify the use of terracotta tiles on the lower levels of the façade; however, the specifications, final appearance, and colour remain unclear. These details should be expanded to better explain how different materials interact on the façade, to clarify the overall design.

c) The top detail of the parapet coping shall be designed with an inward slope to prevent rainwater from leaving trail marks on the façade and to avoid potential seepage issues.

d) The details of the Swachh Bharat toilet show provision of a water tank on the terrace, which would spoil the aesthetics as the structure is the boundary edge and is visible from the outside. It is suggested to provide a loft tank by raising the height of the structure to provide clean and clear aesthetics.

e) The structure of the solar panel on the terrace appears to be very heavy. The structure shall be designed such that it has minimum columnar support, thereby clearing space to accommodate services, wherein the support can be given at the edges of the parapet wall. The clear structural height has been indicated as 2.1 m; however, it shall be a minimum of 2.4 m to ensure that the space underneath remains accessible for services.

f) The installation of clear-story solar panels on a well-designed structural frame, integrated with the building design, is suggested to ensure the effective utilisation of the space beneath. This placement also facilitates easy maintenance, reduces heat load through increased shading, and most importantly, improves aesthetics. 7Building plans proposal (Demolition & Reconstruction) in respect of Bihar Niwas at Chanakyapuri.
  1. The NDMC forwarded (online) the proposal for consideration by the Commission.
  2. The Commission approved the layout and building plans proposal at its meeting held on February 1, 1991 and subsequently accepted the NOC for completion at its meeting held on September 16, 1994.
  3. The Commission did not approve the proposal for demolition and reconstruction at its meeting held on August 8, 2025 and August 28, 2025, respectively; specific observations were given.
  4.  The building plan proposal for Bihar Niwas (02 Basements + ground + 6 floors) was scrutinised, along with the replies submitted in response to the previous observations of the Commission communicated vide DUAC letter no: OL-05082524015, 24(15)/2025-DUAC dated September 02, 2025, and a discussion was held with the architect, who provided clarifications to the queries of the Commission. Based on the submission, replies submitted, and the discussion held, the following observations are to be complied with:

a) The design proposal incorporates provisions for double stack parking arrangements to meet the necessary parking requirements. 8Demolition and Reconstruction of Assam Bhawan on Plot No 1, Sardar Patel Marg, New Delhi.
  1. The NDMC forwarded (online) the proposal for consideration by the Commission.
  2. The Commission approved the building plans proposal at its meeting held on October 09, 1980 and subsequently accepted the NOC for completion at its meeting held on September 16, 1987.
  3. The Commission approved the proposal for demolition and reconstruction at its meeting held on July 13, 2023; specific observations were given.
  4.  The revised building plan proposal for demolition and reconstruction (03 Basements + ground + 6 floors) was scrutinised, and the following observations are to be complied with:

a) The Commission noted that the incomplete submission has been received at the formal stage; all side 3D views are required, including materiality on the façade. All side detailed elevations along with materiality, finishes, architectural elements, etc., should be submitted. The design of the gate and the boundary wall would have a bearing on the overall aesthetics of the complex; thus, a detailed drawings and detailed section, 3D views (from all sides) complete in all respects shall be provided, including gate/grill detail, material applications, etc.

b) The site is located in a highly prominent part of the city, making it necessary to understand the surrounding context for evaluating the design’s impact. To improve clarity, the architect should present a broader contextual plan that highlights road networks, adjacent buildings, and significant landmarks.

c) The project is submitted at the formal stage, and detailed drawings of sections (longitudinal and cross-section across the site as well) and elevations should be submitted. Also, the skin sections (in detail) shall be submitted to understand the elevation of the façade with materials.

d) The elevations and sections need to be detailed clearly, showing the architectural elements, sun shading mechanisms, plumbing details, etc. The same shall be correlated with appropriate 3D views.

e) Art and architecture should embody the region's culture and traditions to convey its unique spirit. The design should include essential details like sloping roofs, traditional architectural features, and materials, along with their selection and application. The elevational features on the facade need to be detailed.

f) A combined mobility circulation plan showing seamless, conflict-free pedestrian and vehicular movement plans from outside is to be submitted, to understand the movement pattern within the site better. It shall be indicated clearly with clear segregation of pedestrian and vehicular movement.

g) A lot of waste (dry and wet, food items, etc.) supposed to be generated in the Bhawan, a detailed solid waste management plan proposal along with its location on the site plan be submitted.

h) The installation of clear-story solar panels on a well-designed structural frame, integrated with the building design, is suggested to ensure the effective utilisation of the space beneath. This placement also facilitates easy maintenance, reduces heat load through increased shading, and most importantly, improves aesthetics. The Sustainability features shall be as per point 7 of the CPAA (Criterion for Project Assessment and Approval), as available on the DUAC website at www.duac.org.in.

i) The Work of public art of suitable scale, size and material, imparting character and identity to the complex shall ensure to be installed in terms of point nos. 14 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

j) All plumbing pipes, rainwater pipes, service equipment, DG Set, DG exhaust pipes, water tanks, air-conditioning units, solar panels, etc., should be camouflaged appropriately (in terms of points nos. 10, 11, and 12 of the CPAA (Criterion for Project Assessment and Approval)), as available on the DUAC website at www.duac.org.in.

  1. Overall, due to incomplete submission received at the formal stage, the Commission could not review it judiciously. The architect is advised to ensure complete submission adhering to all the above observations and provide a point-by-point incorporation and response.

Building plans proposal in respect of Construction of Medical College and Hospital by Atal Bihari Vajpayee Institute of Medical Sciences and Dr Ram Manohar Lohia Hospital at triangular plot between Mother Teresa Crescent and Talkatora road

Building plans proposal in respect of Residential Group Housing at plot no. 2A, khasra no. 247, 248 and 251 at Khata No. 192/538-534, Old Ishwar Nagar, Mathura Road (Conceptual stage)

  1. The proposal was forwarded directly by the Architect (online) for consideration by the Commission.
  2. The Commission did not accept the building plans proposal for demolition & reconstruction at the conceptual stage at its meeting on May 08, 2025; specific observations were given.
  3. The building plans proposal for demolition and reconstruction received (online) at the conceptual stage was scrutinised, and a detailed presentation was made by the architect, who provided clarifications to the queries of the Commission. Based on the submission made and the discussion held with the architect, the following observations are to be complied with:

a) The areas housing VRF and outdoor units for the individual dwellings need to be better organised. These should be clarified with necessary details, including interior and exterior elevations, to understand their impact on the façade's aesthetics. The proposed canopy details, including suspension, main entry, and louvre details shown on the façade, should also be clarified with relevant information such as material specifications, fixing mechanisms, and other details.

b) It is suggested to provide permanent finishes like stone, exposed bricks etc. up to an appropriate height to ensure aesthetics and to ensure seepage does not spoil the visual and mar the façade aesthetics.

c) To increase the coverage of the solar PV panels, it is suggested to explore the possibility of covering some areas on the outer façade on the western side.  The installation of clear-story solar panels on a well-designed structural frame, integrated with the building design, is suggested to ensure the effective utilisation of the space beneath. This placement also facilitates easy maintenance, reduces heat load through increased shading, and most importantly, improves aesthetics. The Sustainability features shall be as per point 7 of the CPAA (Criterion for Project Assessment and Approval), as available on the DUAC website at www.duac.org.in.

d) All parking provisions shall adhere to all the applicable norms/guidelines/regulations, etc.

e) The Sustainability features shall be as per point 7 of the CPAA (Criterion for Project Assessment and Approval), as available on the DUAC website at www.duac.org.in.

f) All plumbing pipes, rainwater pipes, service equipment, DG Set, DG exhaust pipes, water tanks, air-conditioning units, solar panels, etc., should be camouflaged appropriately (in terms of points nos.. 10, 11, and 12 of the CPAA (Criterion for Project Assessment and Approval)), as available on the DUAC website at www.duac.org.in.

  1. The architect is advised to adhere to all the above observations in the next submission (formal stage) and provide a point-by-point incorporation and response.

Found conceptually suitable (not limited to these observations).

‘The conceptual suitability is only with reference to the mandate of the Commission. However, it would be reassessed at the formal stage based on the 20-point criteria as available on the DUAC website.  It would not be a substitute for formal approval of the proposal referred through the concerned local body in terms of section 12 of the DUAC Act, 1973.

Building plans proposal in respect of Multi-Level Car Parking Building (Building No. MP-1 /BP-1 and MP-5/BP-5) at IIT Delhi (Conceptual stage)

  1. The proposal was forwarded directly by the Architect (online) for consideration by the Commission.
  2. The proposal was deferred.

D. ADDITIONAL DETAILS:

1Completion plans in respect of Group Housing (Tarc Tripundra) in village Kapashera, Tehsil Vasant Vihar.
  1. The South-DMC forwarded (online) the proposal for consideration by the Commission.
  2. The Commission accepted the proposal for the building plans concept during its meeting on February 12, 2020. It approved the layout and building plans proposal during the meeting on March 11, 2020, with specific observations. The Commission approved the revised building plans proposal at the February 8, 2024, meeting, and specific observations were given.
  3. The Commission did not accept the NOC for Completion at its meeting on August 14, 2025 and specific observations were given.
  4. The proposal for NOC for completion received (online) at the completion stage was scrutinised along with the previous observations of the Commission communicated vide DUAC letter no. F.no. 58(57)/2025-DUAC, OL-12082558057 dated August 21, 2025, and a detailed discussion was held with the architect who provided clarifications to queries of the Commission.  Based on the revised submission made, including drawings, photographs, discussion held with the architect etc, the following observations are to be complied with:

a) It has been noted that the submission was resubmitted without satisfactorily addressing the concerns raised in DUAC letter no. F.no. 58(57)/2025-DUAC, OL-12082558057 dated August 21, 2025.

b) It is again reiterated that:

“…… the proposal's documentation is incomplete, as site photographs of the terrace, gate, boundary wall, landscaping, artwork, and Swachh Bharat toilet are missing, rendering the submission incomplete at the completion stage. It is necessary to provide an appropriate number of photographs showing the completed superstructure for which the NOC for completion is required. These photographs should be labelled appropriately and delineated, providing uncut and clear views from all sides to depict the work executed at the site accurately.

c) Furthermore, the submitted site photographs show that construction is still ongoing. Works, including the installation of railings in certain residential towers and other construction activities, continue in some parts of the complex. It must be ensured that all works, such as the installation of doors, windows, railings, landscaping, roads, terraces, and other pending items, are fully completed before submitting the proposal for Completion.

d) Further, approval received from DUAC (at the formal stage) shall be superimposed on the plans/elevations/sections etc., over the actual built structure on the site, existing & proposed changes done in the design from the approval (by DUAC), to understand the extents of deviations made internally as well as external changes made with respect to the sanctioned plan, if any.

e) For a better understanding of the proposal side by side photographs ‘Before (submitted 3d views at the time of DUAC formal approval) and After (current actual built construction)’ of the constructed building blocks to be provided….”

  1. Overall, an incomplete submission supported by incomplete documentation has been received at the Completion stage for the consideration of the Commission. The architect is advised to adhere to all the above observations provided by the Commission communicated vide DUAC letter no. F.no. 58(57)/2025-DUAC, OL-12082558057 dated August 21, 2025 and furnish a point-wise incorporation & reply.
