1 | Revised building plans proposal in respect of the Motel building at Khasra no. 30/17, 30/24, 39/4/1/2 at Village Samalkha. | |
- The South-DMC forwarded (online) the proposal for consideration by the Commission.
- The Commission did not accept the concept of the building plans proposal for demolition and reconstruction at its meeting held on October 27, 2022. Specific observations were given.
- The Commission approved the demolition and reconstruction of the building plans proposal at its meeting held on February 23, 2023; specific observations were given.
- The revised building plan proposal (basement + ground + three floors), now received (online) at the formal stage, was scrutinised, and a detailed discussion was held with the architect on CISCO Webex meetings, who provided clarifications to the queries of the Commission. Based on the discussion held, and the revised submission made, the following observations are to be complied with:
a) The design proposal incorporates provisions for double-stack parking arrangements to meet the necessary parking requirements. Nevertheless, the architect or proponent must ensure the proper implementation of these arrangements on-site, which will be examined during the completion stage of the proposal. All parking arrangements must adhere to the relevant rules, regulations, guidelines, and other applicable requirements.
b) During the discussion, the architect informed that there is no intention to cover the vehicular ramp leading to the basement. Any covering of ramp in future has be approved by DUC before its implementation.
c) The installation of clear-story solar panels on a well-designed structural frame, integrated with the building design, is suggested to ensure the effective utilisation of the space beneath. Extending beyond the footprint will enable larger panel coverage, thereby enhancing generation capacity. This placement also facilitates easy maintenance, reduces heat load through increased shading, and most importantly, improves aesthetics.
d) Work of public art of suitable scale, size and material, imparting character and identity to the complex, at an appropriate level, shall ensure to be installed in terms of point nos.. 14 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.
e) The Sustainability features shall be as per point 7 of the CPAA (Criterion for Project Assessment and Approval), as available on the DUAC website at www.duac.org.in.

2 | Layout and Building plans proposal for Navodaya Vidyalaya Higher Secondary School, Sector A1 to A4, Narela Sub City. | |
- The North-DMC forwarded (online) the proposal for consideration by the Commission.
- The Commission did not approve the building plan proposal at its meeting held on October 24, 2024; specific observations were given.
- The building plan proposal received (online) at the formal stage was scrutinised along with the replies submitted in response to the previous observations of the Commission communicated vide DUAC letter no. OL-18102423142 dated 30.10.2024, and a detailed discussion was held with the architect on CISCO Webex meetings, who provided clarifications to the queries of the Commission. Based on the submission made and the discussion held, the following observations are to be complied with:
a) It has been observed that the submission has been resubmitted without satisfactorily addressing previous observations outlined in DUAC letter no: OL-18102423142 dated 30.10.2024. The architect is advised to review each observation in detail and resubmit with the necessary compliances.
b) The Commission observed that the total site area is 15,871 sqm, and all required parking has been accommodated on the surface only, which is not acceptable. This concern was also raised in the earlier observations. Alternative solutions for parking should be explored to optimise land use, which would help prevent flooding and enhance groundwater recharge.
c) The Commission observed that the campus consists of multiple building blocks serving diverse purposes, including a school building, a principal's residence, a vice-principal's residence, a boys' and girls’ dormitory, a guest house, type II and III quarters, along with other ancillary facilities for a higher secondary school. The pedestrian and vehicular circulation on the site is not understood appropriately. A combined mobility plan showing seamless, conflict-free pedestrian and vehicular movement plans from outside to the various buildings is to be submitted to better understand the movement patterns within the site. It shall be indicated clearly with clear segregation of pedestrian and vehicular movement.
d) During the discussion, the architect indicated that classrooms may not be air-conditioned. It is understood that most classrooms may not be air-conditioned, but they can be preplanned for provision of air-conditioning in the future. Air conditioners can be an eyesore to the building façade. To avoid this, provisions shall be made in the design to accommodate the outdoor units at this stage, thereby preserving the aesthetics. A scheme must be submitted to demonstrate the placement, screening, and materials used for screening, along with plans, elevations, and 3D views.
e) It was observed that although the proposal is located in Delhi, the design includes sloping roof arrangements without any planned rainwater discharge system, leading to uncontrolled water runoff. It was suggested that proper gutters be incorporated wherever sloping roofs are proposed to effectively channel rainwater into designated rainwater harvesting pits for groundwater recharge. A revised design scheme, including the rainwater harvesting system, should be prepared and submitted for the Commission’s review.
f) In the school, the areas designated for the bookstore and first aid room appear to be poorly planned and are disrupting the overall design flow. Considering it is a residential school; it shall be suggested to provide an adequately designed dispensary/medical room to fulfil medical needs of students.
g) The staff quarters have been designed without balconies on the first floor. All residential units should include appropriately sized balconies to ensure adequate outdoor space. Balcony for drying clothes should be screened properly.
h) In areas where common toilets for boys and girls have been proposed, the current design includes main doors. However, keeping in mind the privacy and security of the students, it was suggested to redesign these toilets by eliminating the main doors and instead incorporating view cutters, similar to those used in airport restrooms. Water coolers and areas for drinking purposes shall also be included in the proposed design.
i) The building has extensive roof surfaces suitable for services such as solar panel installation; however, these areas appear to be underutilised. It is recommended that these spaces be adequately planned and optimally used for the installation of solar panels.
j) The installation of clear-story solar panels on a well-designed structural frame, integrated with the building design, is suggested to ensure the effective utilisation of the space beneath. Extending beyond the footprint will enable larger panel coverage, thereby enhancing generation capacity. This placement also facilitates easy maintenance, reduces heat load through increased shading, and most importantly, improves aesthetics.
k) The Sustainability features shall be as per point 7 of the CPAA (Criterion for Project Assessment and Approval), as available on the DUAC website at www.duac.org.in.
l) The submitted landscape plans lack clarity in conveying the overall landscape scheme. The site’s landscaping should be enhanced with appropriate hardscape and softscape treatments. The landscape plan should be more detailed, clearly showing the proper integration of hard and soft elements. Tree placement should be carefully planned to provide adequate shade without obstructing pedestrian pathways.
m) All plumbing pipes, rainwater pipes, service equipment, water tanks, air-conditioning units, solar panels, etc., should be camouflaged appropriately (in terms of points nos. 10, 11, and 12 of the CPAA (Criterion for Project Assessment and Approval)), as available on the DUAC website at www.duac.org.in.
- Overall, the proposal received at the formal stage is incomprehensible and remains non-compliant with previous observations. The architect is advised to adhere to all the above observations and furnish a pointwise incorporation and reply.

3 | Completion plans proposal (Part) in respect of Multi-Storied Academic Tower at Zakir Hussain College, Jawahar Lal Nehru Marg. | |
- The North-DMC forwarded (online) the proposal for consideration by the Commission.
- Earlier, the Commission had approved the revised layout plan on January 23, 2015, and the building plans were approved in the meeting held on December 16, 2015.
- The Commission did not accept the concept of the building plans proposal at its meeting held on June 28, 2024, and provided specific observations.
- The proposal for NOC for Completion (Part-Multi Storied Academic Tower), now received (online) at the Completion stage, was scrutinised along with the observations/recommendations given by the concerned local body, i.e., South DMC, in parts ‘B’ of the Proforma. A detailed discussion was held with the architect on CISCO Webex meetings, who provided clarifications to the queries of the Commission. Based on the discussion held and submission made, including documentation, drawings, and photographs, the proposal for NOC for completion (Part-Multi storied Academic Tower) is accepted.

- The South-DMC forwarded (online) the proposal for consideration by the Commission.
- The Commission had earlier approved the revised layout plan in its meeting held on September 2, 2015, and subsequently accepted the conceptual proposal for additions/alterations (new building with basement+G+4 floors) during the meeting on May 1, 2025, wherein specific observations were given.
- The building plan proposal for additions/alterations (new building with basement+G+4 floors) received (online) at the formal stage was scrutinised along with the replies submitted in response to the previous observations of the Commission, at the conceptual stage, communicated vide DUAC letter no. OL-29042527024 dated 06.05.2025. Based on the submission made, the following observations are to be complied with:
a) The proposed boys' and girls' toilets include main doors; however, keeping in mind the privacy and security of students, it was suggested to redesign the toilets to eliminate main doors and instead incorporate view cutters, similar to those used in airport toilets.

OL-08042527022 dated 29.04.2025. Based on the submission, the following observations are to be complied with:
a) The design proposal incorporates provisions for double-stack parking arrangements to meet the necessary parking requirements. Nevertheless, the architect and proponent must ensure the proper implementation of these arrangements on-site, which will be examined during the completion stage of the proposal. - The Commission had earlier approved the layout and building plan proposal for (3B+G+6 floors) in its meeting held on November 22, 2007. Subsequent submissions for additions/alterations-(3B+G+7 floors) in 2010 and (3B+G+8 floors) in 2014 were returned by the Commission due to incompleteness, as conveyed vide DUAC letter no. 22(16)/2010-DUAC dated March 09, 2010, and 22(23)/2014-DUAC dated December 01, 2014, respectively.
- The Commission approved the proposal for additions/alterations (replacement of façade material on upper two floors from cement board to ACP in beige & grey colour, provision of a 2.0 m wide staircase up to the third floor as per fire requirements, an additional area of 492.69 sqm. on the ground floor with a terrace garden on the first floor, provision of a public toilet under the Swachh Bharat Mission) at its meeting held on October 20, 2022, specific operations were given.

- The building plan proposal now received (online) was scrutinised a detailed discussion was held with the architect on CISCO Webex meetings, who provided clarifications to the queries of the Commission. Based on the submission made and the discussion held, the following observations are to be complied with:
a) The architect in their report and during the discussion has indicated that:
“……..Following recent fire audits, INTACH is committed to addressing all necessary modifications to align with the National Building Code (NBC) and safety regulations. As per NBC norms, a maximum of 200 sq.m. of space in the basement can be regularised as official usable space for institutional buildings. INTACH intends to utilize this permissible area for much-needed office spaces, catering to its expanding operations while ensuring adherence to legal and safety standards…”

- The proposal was forwarded directly by the Architect (online) for consideration by the Commission.
- No previous record of approvals(formal/completion) taken from the Commission has been found in the Commission's available record.
- The Commission did not accept the Concept of the building plan proposal for additions/alterations (addition of a new block and some additions to the existing block) at its meetings held on April 9, 2025, May 8, 2025, and May 22, 2025, respectively and specific observations were made.
- The building plans proposal for additions and alterations (addition of a new block) received (online) at the conceptual stage was scrutinised along with the replies submitted in response to the previous observations of the Commission communicated vide DUAC letter no. OL-15052527031 dated May 28, 2025. Based on the submission made and the discussion held with the architect, the following observation is to be complied with:
a) It was observed that the previous observations of the Commission communicated vide DUAC letter no. OL-15052527031, dated May 28, 2025, has been partially complied with. It was mentioned that:
“….It is suggested that the architectural vocabulary of the proposed building be matched to that of the existing building to ensure a cohesive design while ensuring harmony….”
It was observed that the side elevations remain inconsistent with the existing façade. It was once again emphasised that the design should be aligned with the existing building to maintain a cohesive architectural expression.
