C. PROJECT PROPOSALS: |
| 1 | Completion plans proposal in R/o College for Bharti Vidya Peeth at Plot No. A-4, Pashchim Vihar, Rohtak Road. | |
- The North-DMC forwarded (through e-mail) the proposal for consideration by the Commission.
- Earlier, the layout and building plans of the college complex comprising Blocks A, B, C, D, and E were approved by the Commission in its meeting held on 01.12.2000. Subsequently, NOC for Completion of the said blocks was issued on 01.05.2006.
- Thereafter, a proposal for enhancement of FAR through the construction of Block-F (G+5 Academic Block) and Block-G (G+4 Hostel Block) was considered and approved by the Commission in its meeting held on 13.07.2016.
- Subsequently, a proposal for the addition of floors in Block-E (Academic Building) and Block-G (Hostel Building), along with additions and alterations in Block-F, was considered and approved by the Commission in its meeting held on 14.06.2017.
- The Completion plans proposal received (through email) was scrutinised, the following observations are to be complied with:
a) The Commission observed that the proposal forms part of a larger campus comprising multiple building blocks, for which approvals at the Formal Stage have been granted in various meetings of the Commission and NOC for Completion has also been issued for certain blocks. The current proposal pertains to the issuance of Part NOC for Completion for specific building blocks within the campus. However, the submitted plans and site photographs do not clearly identify the blocks for which NOC is being sought.
b) Further, from the documents submitted, it is not clear which buildings/blocks within the campus, including the hostel and housing blocks, have already received NOC for Completion and which blocks are presently under consideration. The Architect shall submit a comprehensive master plan clearly indicating, through appropriate colour coding and annotations:
i) Buildings/blocks for which NOC for Completion has already been issued;
ii) Buildings/blocks for which NOC for Completion is presently being sought; and
iii) Buildings/portions that have undergone additions and alterations under previous approvals granted by the Commission.
The relevant building blocks shall also be clearly demarcated in the plans and suitably annotated in the uncut photographs to facilitate proper identification, assessment, and record documentation of the overall development.
c) The proposal has been submitted for Part NOC for Completion; however, an adequate number of clear and uncut photographs of the actual built construction pertaining to the building blocks for which completion approval is being sought have not been provided. The Architect shall submit uncut photographs of the completed structures from all sides, duly labelled and annotated to clearly identify the relevant blocks and portions under consideration, including the basement areas, terraces, common public interface areas, parking areas, main entrance, and boundary walls. Since the proposal is being considered at the Completion Stage, the photographic documentation shall clearly substantiate the actual works executed at site, for which NOC is being sought, vis-à-vis the drawings approved at the Formal Stage, to facilitate a better understanding and review by the Commission.
d) It was observed that the requisite superimposed drawings for the building blocks under NOC for completion have not been submitted, rendering the proposal incomplete. The drawings approved by DUAC at the Formal Stage shall be superimposed on the corresponding as-built plans, elevations, sections, and other relevant drawings submitted for NOC for Completion. The approved and executed works shall be depicted in distinct colours to clearly indicate the extent of any internal or external deviations, alterations, or modifications carried out vis-à-vis the DUAC-approved proposal, if any.
e) The Commission noted that photographs of the models for the design scheme approved at the Formal Stage have been submitted. However, for better understanding and review of the proposal, comparative ‘Before (DUAC-approved scheme)’ and ‘After (actual constructed condition)’ photographs of the relevant building blocks/areas shall be submitted, clearly depicting the approved proposal vis-à-vis the executed works at site.
f) It was observed that the parking provisions within the site, including those proposed in the stilt areas and the double basement under Block-F, are not clearly explained in the submission. A detailed parking statement shall be submitted in tabular form, clearly indicating the location, type, capacity, and distribution of parking spaces across the college campus. The statement shall provide a comprehensive bifurcation of the parking provisions to facilitate a clear understanding of how the overall parking requirement is being accommodated within the site.
- Overall, the current submission, received at the Completion stage, lacks clarity and has discrepancies. The architect is advised to adhere to all the above and furnish a point-by-point incorporation and response.

| 2 | Building plans proposal in respect of middle School at Aaram Bagh, Jhande Walan (For Samarth Siksha Samiti). | |
- The North-DMC forwarded (through OPAAS) the proposal for consideration by the Commission.
- The building plans proposal (middle school building comprising of B+G+3 Floors) received (through OPAAS) at the formal stage was scrutinised, the following observations are to be complied with:
a) The proposal pertains to building with B+G+3 floors for a middle school.
b) It was observed that the rationale for the proposed geometry and configuration of the playground is not clearly understood from the submission. The layout may be reviewed to enhance accessibility, circulation, usability, and the provision of consolidated open green spaces. In case the shape and extent of the playground are governed by the land allotment conditions or any requirements stipulated by a statutory authority, the relevant supporting documents shall be submitted to substantiate the proposed configuration.
c) The overall architectural expression of the building façade may be further refined and enhanced through the incorporation of appropriate architectural elements and a cohesive material palette. The revised submission at the Formal Stage shall clearly indicate the proposed material specifications, suitably annotated in the 3D views, to facilitate a better understanding and assessment of the proposal.
d) The elevations and sections must be detailed, clearly showcasing the architectural elements, sun-shading mechanisms, and other pertinent features. Additionally, comprehensive skin sections shall be submitted that provide a detailed understanding of the facade's elevation, including the materials employed.
e) It was observed that the two basement access ramps have not been adequately depicted in the submitted 3D views, resulting in a lack of clarity regarding their design and integration within the overall site scheme. Further, the ramp located within the front setback appears to be covered with an RCC structure in the 3D views. The design, covering, and provision of the basement ramps shall conform to the applicable Building Bye-Laws and shall be verified by the concerned local body. The same shall be clearly and consistently reflected in the plans, sections, and 3D views.
Further, in the event that the second basement ramp is also proposed to be covered to protect the basement from rain and other weather conditions, the design intent, materials, and structural details of such covering shall be specified and illustrated at this stage itself, as these elements may have a bearing on the overall visual character and aesthetics of the site.
f) It was observed that the submission is incomplete, as detailed drawings and documentation of certain site components, including the Swachh Bharat Public Toilet, have not been provided. The Architect shall submit complete details of all such components, including plans, elevations, sections, 3D views, and other relevant drawings of the Swachh Bharat Public Toilet, boundary walls, guard rooms, main gates, and associated site structures, to ensure a comprehensive and coordinated submission for the review of the Commission.
g) It was observed that the proposed parking arrangements are not clearly understood from the submitted drawings. Areas designated for car parking appear to be depicted as landscaped green spaces, resulting in ambiguity regarding the actual parking layout. Further, the details of bus parking have not been adequately illustrated in the drawings and 3D views, and therefore the location, capacity, circulation pattern, and pick-up/drop-off arrangements are not clear. The Architect shall clearly indicate all parking provisions, including car parking, bus bays, and pick-up/drop-off areas, on the layout plan and suitably depict the same in the 3D views to facilitate a comprehensive assessment of vehicular circulation and movement within the site.
h) All parking provisions shall adhere to all the applicable norms/guidelines/regulations, etc. (in terms of points no. 18 of the CPAA (Criterion for Project Assessment and Approval)), as available on the DUAC website at www.duac.org.in.
i) It was observed that a vehicular road separates the playground from the school building, which may result in conflicts between pedestrian and vehicular movement and raise safety concerns for users. Accordingly, a comprehensive mobility plan shall be submitted demonstrating seamless and conflict-free movement of pedestrians, vehicles, and emergency services across the site. The plan shall clearly demarcate pedestrian and vehicular circulation routes and illustrate their safe integration, with due consideration to user safety, accessibility, traffic management, and the operational requirements of the school campus in terms to Points No. 16 and 17 of the CPAA (Criteria for Project Assessment and Approval), as available on the DUAC website. Also, the circulation within the site needs to be improved to ensure better functioning including entry/exit to the site.
j) It is understood that most of the classrooms may not be air-conditioned, but can preplan for potential additions in future including the administrative areas, principal rooms etc. which could be using separate air-conditioning units. Air-conditioners could be an eye-sore to the building façade. To avoid the same, the provision shall be made in the design to accommodate the outdoor units, at this stage, so as not to affect the aesthetics. A scheme needs to be submitted to show the placement, screening and material of screening for the same in plans/elevations and 3d views.
k) All plumbing pipes, rainwater pipes, service equipment, DG Set, DG exhaust pipes, water tanks, air-conditioning units, solar panels, etc., should be camouflaged appropriately (in terms of points nos. 10, 11, and 12 of the CPAA (Criterion for Project Assessment and Approval), as available on the DUAC website at www.duac.org.in.
l) It shall be ensured that the building is equipped with a lift providing access to the upper floors, in compliance with the principles of universal accessibility.
m) The Work of public art of suitable scale, size and material, imparting character and identity to the complex shall ensure to be installed in terms of point nos. 14 of the CPAA (Criterion for Project Assessment and Approval) and Memorandum dated October 07, 2025 available on the DUAC website at www.duac.org.in. Any deviations in the artwork from the approved design must be submitted to the Commission for prior approval before the commencement of construction, to ensure compliance and facilitate final approval upon project completion.
n) The installation of clear-story solar panels on a well-designed structural frame, integrated with the building design, is suggested to ensure the effective utilisation of the space beneath, subject to feasibility as per building bye-laws. This placement also facilitates easy maintenance, reduces heat load through increased shading, and improves aesthetics. The sustainability features shall be as per Point 7 of the CPAA (Criterion for Project Assessment and Approval), available on the DUAC website at www.duac.org.in.
- Overall, the proposal received at the formal stage lacks clarity, has discrepancies, and needs improvement. The architect is advised to adhere to all the above observations and provide a point-by-point incorporation and response.

| 3 | Building plans proposal for additions and alterations (addition of mini auditorium cum library block) in respect of Delhi Public School, Sector-24, Rohini. | |
- The North-DMC forwarded (through OPAAS) the proposal for consideration by the Commission.
- The Commission had approved the layout and building plans proposal at its meeting held on March 16, 1998 and issued NOC for Completion at its meeting on August 16, 2001.
- The Commission accepted the proposal for additions and alterations (addition of mini auditorium cum library block) at its meeting on December 11, 2025; specific observations given.
- The building plan proposal for additions and alterations (addition of mini auditorium cum library block) received at formal stage was scrutinised along with the replies submitted by the architect in response to Commission’s observations communicated vide letter no. OL-09122527063 dated 18-12-2025, the following observations are to be complied with:
a) The Commission noted that when evaluating the case for additions or alterations, it did not take into account the existing built construction at the site. This relates only to the proposal for additions and alterations.
b) It shall be ensured that the proposed double-stack parking is appropriately screened and integrated into the overall design so as not to adversely affect the aesthetics of the development. The possibility of locating the double-stack parking towards the play court side, instead of along the site boundary, may also be explored to reduce its visibility from outside the site and minimize its visual impact. Since the proposal has made double-stack parking arrangements to meet the prescribed parking requirements, the implementation and effectiveness of the same shall be reviewed at the NOC for Completion Stage.
c) All parking provisions shall adhere to all the applicable norms/guidelines/regulations, etc. (in terms of points no. 18 of the CPAA (Criterion for Project Assessment and Approval)), as available on the DUAC website at www.duac.org.in.
d) All plumbing pipes, rainwater pipes, service equipment, DG Set, DG exhaust pipes, water tanks, air-conditioning units, solar panels, etc., should be camouflaged appropriately (in terms of points nos. 10, 11, and 12 of the CPAA (Criterion for Project Assessment and Approval), as available on the DUAC website at www.duac.org.in.

| 4 | Completion (Part Block-B) plans proposal in respect of Muthoot Hospital Pvt Ltd, Plot No.1, Sector-10, Dwarka. | |
- The DDA forwarded (online) the proposal for consideration by the Commission.
- The Commission approved the layout and building plans proposal (hospital block-A-3B+G+7; Nurse hostel: B+G+6; Dormitory: B+G+5; Mortuary: B+G+1; Dr Residence: B+G+6, and Guest house) at its meeting held on November 18, 2009.
- The Commission approved the revised building plans proposal (hospital- B + G + 8 floors) at its meeting held on March 31, 2017. The Commission approved the building, plans proposal for additions/alterations for addition of two floors (9th &10th floor over existing hospital building B+G+8 floors), proposed new Hospital Block (3B + G +1 floor) and Utility Block (3B+G floor) at its meeting held on December 15, 2022 specific observations were given.
- The Commission accepted the NOC for Completion (part-Block A) at its meeting held on March 21, 2024.
- The proposal for NOC for Completion (Part-Block B comprising of 3B+G+1 floors) received (online) at the Completion stage was scrutinized, the following observations are to be complied with:
a) The Commission observed that the proposal for Part NOC for Completion (Block-B) has been submitted with incomplete documentation, including the missing terrace photographs, the prescribed proforma, and superimposed drawings. The Architect shall ensure that all requisite documents and drawings are submitted in a complete and coordinated manner to facilitate proper review and consideration of the proposal at the NOC for Completion stage.
b) The drawings approved by DUAC at the Formal Stage shall be superimposed on the corresponding as-built plans, elevations, sections, and other relevant drawings submitted for NOC for Completion. The approved and executed works shall be depicted in distinct colours to clearly indicate the extent of any internal or external deviations, alterations, or modifications carried out vis-à-vis the DUAC-approved proposal, if any.
c) In addition to the above, it was noted that the submitted site plan includes the remark:
“Civil structure is built on site till date. Façade and external work is still to be done as per revised scheme.”
This indicates that the external development works are yet to be completed in accordance with the proposal. Further, the submitted site photographs suggest that several works remain under progress, including scaffolding, road development, construction of ancillary structures, façade finishing/plastering, and installation of glazing for doors and windows. In the interest of user safety and to ensure safe occupancy of the premises, all building and site development works, including roads, landscaping, and other associated external works, shall be completed in all respect prior to consideration of the proposal by the Commission.
d) It was observed that the submitted site photographs display signage bearing the name “Max Super Speciality Hospital” on Block-A, for which NOC for Completion was considered by the Commission in its meeting held on 21.03.2024. However, both at the time of the earlier submission and in the current proposal, the proposal was submitted as “Muthoot Hospital Pvt. Ltd”. The discrepancy in the ownership/occupancy details shall be clarified and substantiated through appropriate supporting documents for the Commission’s record and consideration.
- Overall, the current submission, received at the Part Completion stage, lacks clarity, has discrepancies and is incomplete. The architect is advised to adhere to all the above and furnish a point-by-point incorporation and response.

| 5 | Completion (part) plans proposal in respect of Commercial block at Asset no 13, Hospitality District, Delhi Aero city, developed by M/s Bamboo Hotel and Global Centre (Delhi) Pvt Ltd. | |
- The DIAL forwarded (through email) the proposal for consideration by the Commission.
- Earlier, the Commission approved the layout/master plan of LP1-A, Hospitality District at its meeting on February 12, 2018. The Commission accepted the building plans at conceptual stage on June 12, 2019. The building plans proposal at formal stage was approved on October 12, 2019. The Commission approved the revised building plans for additions and alterations at its meeting on May 30, 2024, specific observations were given.
- The proposal for NOC for Completion (Part-only for Commercial: Business centre and office) received (e-mail) at the Completion stage was scrutinized and a detailed discussion was held with the architect on Cisco Web Ex meetings who provided clarifications to the queries of the Commission. However, to access the actual site condition at the site, a site visit was arranged and undertaken by the Commission members along with the concerned local body i.e., DIAL on Tuesday, June 23, 2026. Based on the discussion held online, the submission, and the site visit made, the following observations are to be complied with:
a) The Commission observed that the address of the property under review is Asset No. 13, Hospitality District, Delhi Aerocity. However, while forwarding the proposal for Part NOC for Completion, the property was inadvertently referred to as Asset No. 3. The discrepancy was brought to the notice of the concerned local body, which informed the Commission that the same shall be corrected and the proposal resubmitted accordingly.
b) From the photographs submitted with the proposal, as well as the site inspection carried out by the Commission members, it was observed that construction materials, scaffolding, and other related items remain scattered across the site. These conditions indicate that construction and finishing activities are still in progress so much so that the entrance was under construction. Since the proposal is presently under consideration for Part NOC for Completion, the presence of ongoing construction and associated site development activities does not substantiate the proposal is fit for completion. The Architect shall ensure that all building, finishing, and site development works are fully completed prior to submission of the proposal for consideration at the NOC for Completion Stage.
c) In addition to the above, the submission does not indicate the locations and details of various service installations, including the HVAC room, electrical room, HT/LT panels, DG exhaust system, domestic and fire water tanks, solar panels, works of art, and other associated service infrastructure. The Architect shall clearly indicate the location of all such services in the drawings and submit supporting documentation, including terrace photographs, to facilitate a comprehensive assessment and record of the proposal.
- Overall, it was observed that the proposal submitted at the Part NOC for Completion Stage does not appear to be fully complete, as various works, including façade treatments, public interface areas, civil works, landscaping, and other associated site development works, are still pending. The Architect and the local body shall ensure that all building, finishing, and site development works are fully completed before seeking consideration of the proposal for NOC for Completion, so as to enable a comprehensive assessment of the completed development by the Commission.

- The DDA forwarded (through email) the proposal for consideration by the Commission.
- Earlier, the Commission approved the layout and the building plan proposal for plots no. A, C, and D at its meeting held on March 18, 2020, specific observations were given. The Commission accepted the NOC for completion (Part- for plot-A) at its meeting held on February 2, 2023, specific observations were given.
- The Commission accepted the NOC for completion (Part- for plot C and D - (D1 and D2) at its meeting held on November 14, 2024, specific observations were given. The Commission did not approve the building plans proposal for Warehouse and Commercial development of Plot- D) at its meeting held on May 6, 2026 and May 26, 2026; specific observations were given.
- The building plans proposal for (proposed warehouse and commercial development plot-D) received (through email) at the formal stage was scrutinised along with the replies submitted to the previous observations of the Commission communicated vide DUAC letter no: 22(124)/2026-DUAC, OL-04052622124 dated June 02, 2026. Based on the submission made, including drawings, documentations, photographs, and replies submitted, the following observations are to be complied with:
a) The design proposal incorporates provisions for double stack parking arrangements to meet the necessary parking requirements. The architect or proponent to ensure the proper implementation of these arrangements on-site, which shall be examined during the proposal's completion stage. All parking provisions shall adhere to all the applicable norms/guidelines/regulations, etc. (in terms of points no. 18 of the CPAA (Criterion for Project Assessment and Approval)), as available on the DUAC website at www.duac.org.in.
b) All plumbing pipes, rainwater pipes, service equipment, DG Set, DG exhaust pipes, water tanks, air-conditioning units, solar panels, double height stack parking etc., should be camouflaged appropriately (in terms of points nos. 10, 11, and 12 of the CPAA (Criterion for Project Assessment and Approval), as available on the DUAC website at www.duac.org.in.

- The Commission did not approve the building plan proposal for addition/alteration at its meeting held on April 23, 2026; specific observations were given.
- The building plan proposal for addition/alteration (including proposed Block-2, Block-3, and addition of second and third floors on the existing building, a ramp for vehicular access to existing basement, double stack parking arrangements) received (through email) at the conceptual stage was scrutinised along with the replies submitted to the previous observations of the Commission communicated vide DUAC letter no: OL-23042623194 dated May 04, 2026 and a detailed discussion was held with the architect (online) on Cisco Webex meetings, during which clarifications were provided to the Commission’s queries. Based on the submission made, including drawings, documentations, and photographs, etc, the discussion held and replies submitted, the following observations are to be complied with:
a) The Commission noted that when evaluating the case for additions or alterations, it did not take into account the existing built construction at the site. This relates only to the proposal for additions and alterations.
b) During the online discussion held through Cisco Webex Meetings, the Architect apprised the Commission that while the proposal has utilized the maximum permissible ground coverage, a portion of the permissible FAR remains unutilized. It was further informed that any future development to utilize the remaining FAR would necessitate demolition and reconstruction of the existing and proposed structures (Blocks 2 and 3) in order to remain within the prescribed ground coverage and FAR norms. The Commission suggested the Architect to submit appropriate supporting documentation substantiating the above position at the Formal Stage for record and reference purposes.
c) The design proposal incorporates provisions for double stack parking arrangements to meet the necessary parking requirements. The architect or proponent to ensure the proper implementation of these arrangements on-site, which shall be examined during the proposal's completion stage.
