A.   The minutes of the 1858th meeting of the Delhi Urban Art Commission held on 05.03.2026 were confirmed and approved.

C. PROJECT PROPOSALS:

1Building plans proposal in respect of “Residential Building at 4563-64 Plot No. B-1 at 16, Daryaganj Delhi 110002”.
  1. The proposal was forwarded directly by the Architect (online) for consideration by the Commission.
  2. The building plans proposal for a residential building received (online) at the conceptual stage was scrutinised, and a detailed discussion was held with the architect (online) on Cisco Webex meetings, during which clarifications were provided to the Commission’s queries. Based on the submission made, including drawings, documentations, and photographs, email dated 13.03.2026, etc., and the discussion held, the following observations are to be complied with:
  3. a) The proposal is demolition/reconstruction for building with a basement + stilt + G + 3 floors.

b) Inconsistencies have been observed in the plot dimensions and total plot area indicated in the submission. As the proposal pertains to demolition and reconstruction, a demolition plan superimposed with the proposed plan shall be submitted, clearly indicating the modifications in accordance with the colour coding prescribed under the relevant provisions of the UBBL for Delhi. Further, the plot area and dimensions shall be duly correlated and verified to ensure accuracy in the submission.​​​​​​​

c) It shall be ensured that all drawings including plans, elevations, sections include complete dimensions including internal dimensions to ensure complete proposal at formal stage as per Point 1 & 5 of the CPAA (Criterion for Project Assessment and Approval), available on the DUAC website at www.duac.org.in.​​​​​​​

d) To provide a broader site context, the 3D views shall be superimposed with the site’s surroundings, reflecting the existing environment and showcasing neighbouring building typologies, street patterns, access routes, and overall built character as per Point 3 & 4 of the CPAA (Criterion for Project Assessment and Approval), available on the DUAC website at www.duac.org.in.​​​​​​​

e) It was observed that the proposed 3D views indicate the use of multiple exterior finishes, including stone and brick cladding. It shall be ensured that complete details of the proposed materiality are submitted, including the colour palette, material specifications, and annotated 3D views, to provide greater clarity in the submission as per Point 8 & 9 of the CPAA (Criterion for Project Assessment and Approval), available on the DUAC website at www.duac.org.in.​​​​​​​

f) The structural details including columns are missing in the submission. Since the building footprint has a large span while housing a basement along with stilts, structural arrangement is important as it impacts functionality and façade design. It shall be ensured that a complete structural arrangement is provided for all floors, along with the parking arrangement at the stilt floor to ensure urban and environmental aesthetics. All parking provisions shall adhere to all the applicable norms/guidelines/regulations, etc. as per Point 18 of the CPAA (Criterion for Project Assessment and Approval), available on the DUAC website at www.duac.org.in.​​​​​​​

g) The sustainability features shall be as per Point 7 of the CPAA (Criterion for Project Assessment and Approval), available on the DUAC website at www.duac.org.in.​​​​​​​

h) All plumbing pipes, rainwater pipes, service equipment, water tanks, air-conditioning units, solar panels, etc., should be camouflaged appropriately (in terms of points nos. 10, 11, and 12 of the CPAA (Criterion for Project Assessment and Approval), as available on the DUAC website at www.duac.org.in.

  1. Overall, the proposal received at the conceptual stage is incomplete and needs improvement. The architect is advised to adhere to all the above observations and provide a point-by-point incorporation and response.

The Commission decided to take action in the matter without awaiting the confirmation of the minutes of the meeting.

2Revised Building plans proposal in respect “Multilevel Parking with Commercial Development at Metro Station, Janakpuri West, New Delhi”.
  1. The proposal was forwarded directly by the Architect (online) for consideration by the Commission.
  2. The Commission approved the building plans proposal at its meeting held January 11, 2012 and the Commission accepted the NOC for Completion at its July 15, 2015, meeting.
  3. Subsequently, the Commission approved the building proposal for additions/alterations at its meeting held on September 29, 2018 and revised submission for Multilevel Parking with Commercial development was approved by the Commission at its meeting held on February 26, 2020.
  4. The revised building plans proposal for Multilevel parking with Commercial Development received (online) at the conceptual stage was scrutinised, and the following observations are to be complied with:

a) In its submission, the architect mentions the reason for concept revision i.e.

“….The previously approved proposal remains unchanged in terms of planning and layout. The current submission is limited solely to revisions in facade treatment, with no alterations to sanctioned plans. The concept revision has been proposed due to a change in the cinema operator. Accordingly, the façade treatment requires modification to align with the new operator organizational branding and design mandate.…

The Commission accepts the revised façade design as per the submitted conceptual proposal.

b) However, it has been observed that the proposed façade introduces changes in certain design elements and architectural features, including the staircase configuration and the location of entry and exit points, which may have implications for the internal planning and layout of the building. Accordingly, the proposed plans, elevations, sections, etc shall be superimposed on the approval (formal) given by DUAC at the formal Stage, clearly indicating the modifications arising from the revised façade design. The revised drawings reflecting these changes shall be submitted at the Formal Stage to ensure clarity and judicious review.

c) It shall be ensured that the revised drawings include detailed sections through the staircase indicating the appropriate rainwater drainage mechanism, the revised entry and exit points, and the protruding box element proposed under the staircase areas, so as to provide clarity on the design intent. The submission shall comprise coordinated plans, elevations, sections, and annotated 3D views, to ensure clarity of the proposal.

d) All plumbing pipes, rainwater pipes, service equipment, DG Set, DG exhaust pipes, water tanks, air-conditioning units, solar panels, etc., should be camouflaged appropriately (in terms of points nos. 10, 11, and 12 of the CPAA (Criterion for Project Assessment and Approval), as available on the DUAC website at www.duac.org.in.

  1. The architect is advised to adhere to all the above observations and provide a point-by-point incorporation and response in the next submission (formal stage).

Found conceptually suitable (not limited to these observations).

The conceptual suitability is only with reference to the mandate of the Commission. However, it would be reassessed at the formal stage based on the 20-point criteria as available on the DUAC website.  It would not be a substitute for formal approval of the proposal referred through the concerned local body in terms of section 12 of the DUAC Act, 1973.

The Commission decided to take action in the matter without awaiting the confirmation of the minutes of the meeting.

D. ADDITIONAL DETAILS:

1Building plans proposal for additions and alterations in respect of “Residential building at 2679, Ward no. IX, Gali Badliyan, Churiwalan, Jama Masjid.
  1. The North-DMC forwarded (through email) the proposal for consideration by the Commission.
  2. The Commission did not approve the building plans proposal for additions and alterations at its meeting on March 05, 2026; observations were given.
  3. The building plans proposal (for additions and alterations) received at the formal stage was scrutinised and a detailed discussion was held with the architect (online) on Cisco Webex meetings, during which clarifications were provided to the Commission’s queries. Based on the submission made, including drawings, documentations, and photographs, etc and the discussion held, the following observations are to be complied with:

a) The Commission noted that when evaluating the case for additions or alterations, it did not take into account the existing built construction at the site. This relates only to the proposal for additions and alterations.

b) The Commission noted that the proposal at the Formal Stage had been considered in its meeting held on March 05, 2026. However, before the detailed observations could be conveyed vide DUAC Observation Letter No. OL-02032623189, 23(189)/2026-DUAC dated March 12, 2026, a revised submission was received through MCD vide email dated March 11, 2026. It has been observed that several of the Commission’s earlier observations remain non-compliant in the present submission.

c) The submission indicates the relocation of the lift. The proposal shall ensure that the revised location allows for efficient functioning of the lift with adequate accessibility and smooth vertical movement for residents. 

d) It is further suggested that the kitchen, bedroom, and other functional spaces within the building  shall be planned in accordance with the point 5 of the CPAA (Criteria for Project Assessment and Approval), available on the DUAC website (www.duac.org.in).

e) It is also suggested that the toilet may be appropriately relocated, along with the provision of service shafts incorporating suitable screening mechanisms, to ensure better functional planning and service integration. All plumbing pipes, rainwater pipes, service equipment, water tanks, air-conditioning units, solar panels, etc., should be camouflaged appropriately (in terms of points nos. 10, 11, and 12 of the CPAA (Criterion for Project Assessment and Approval), as available on the DUAC website at www.duac.org.in.

  1. Overall, the proposal received at the formal stage lacks clarity, has discrepancies, and needs improvement. The architect is advised to adhere to all the above observations and provided through DUAC observation letter no: OL-02032623189, 23(189)/2026-DUAC dated March 12, 2026 and provide a point-by-point incorporation and response.
