C. PROJECT PROPOSALS:

1Building plans proposal for addition and alteration in respect of Khasra no. 14/26, 15/8, 15/9, 15/10, 15/26 at Village Singhola.
  1. The North-DMC forwarded (online) the proposal for consideration by the Commission.
  2. The Commission did not approve the addition/alteration proposal at its meeting held on October 10, 2024; specific observations were given.
  3. The building plans proposal for additions and alterations (for proposed extension/addition comprised of G+3 floors (having proposed double height front hall, guest rooms on second and third floor) and addition of pre-functions areas and lifts to existing recreational halls, addition of car-lift and proposed double height hall over the existing) received (online) at the formal stage was scrutinised along with the observations of the Commission communicated vide DUAC letter no: OL-04102423140, 23(140)/2024-DUAC dated 16-10-2024 and the Commission intended to discuss with the architect (online), but he was not available for discussion (online). Based on the previous observations, the revised submission made, and the unavailability of the architect for discussion, the following observations are to be complied with:

a) The Commission observed that while considering the case for additions/alterations, it did not consider and cover the existing built construction at the site. This concerns the proposal for additions and alterations only.

b) The Commission noted that during its meeting held on October 10, 2024, a comprehensive list of observations was provided, with a request to submit a point-wise incorporation and response. However, it has been observed that the same earlier proposal has been resubmitted at the formal stage without addressing the previous comments communicated vide DUAC Observation Letter No. OL-04102423140, 23(140)/2024-DUAC dated 16-10-2024, which not appreciated.

c) The Commission again reiterated its earlier observations communicated vide DUAC Observation Letter No. OL-04102423140, 23(140)/2024-DUAC dated 16-10-2024 with the request to submit a point-wise incorporation and response in its entirety.

  1. Overall, the proposal received at the formal stage lacks clarity, is incomprehensible and was resubmitted without addressing its previous observations. The architect is advised to adhere to all the observations communicated vide DUAC Observation Letter No. OL-04102423140, 23(140)/2024-DUAC dated 16-10-2024 and provide a point-by-point incorporation and response.

2Building plans proposal in respect of Residential building on Municipal no. 452, Ward no. IX, situated at Chitla Gate, Chawri Bazar.
  1. The North-DMC forwarded (online) the proposal for consideration by the Commission.
  2. No previous record of approvals(formal/completion) taken from the Commission has been found in the Commission's available record.
  3. The building plans proposal for a residential building (ground + three floors) received (online) at the formal stage was scrutinised; the following observations are to be complied with:

a) All parking provisions shall adhere to all the applicable norms/guidelines/regulations, etc.

b) The Sustainability features shall be as per point 7 of the CPAA (Criterion for Project Assessment and Approval), as available on the DUAC website at www.duac.org.in.

c) All plumbing pipes, rainwater pipes, service equipment, DG Set, DG exhaust pipes, water tanks, air-conditioning units, solar panels, etc., should be camouflaged appropriately (in terms of points nos. 10, 11, and 12 of the CPAA (Criterion for Project Assessment and Approval)), as available on the DUAC website at www.duac.org.in.

Building Plans Proposal for the New Girls' Hostel, IARI Campus, Pusa.

  1. The CPWD forwarded (online) the proposal for consideration by the Commission.

Completion plans proposal (part) in respect of redevelopment of GPRA Colony, PKG-1, Type-II, Part-2, Sarojini Nagar.

  1. The NDMC forwarded (online) the proposal for consideration by the Commission.
  2. The Commission approved the proposal for the GPRA Colony at Sarojini Nagar in its meeting held on January 17, 2020. However, the Commission did not accept the proposal for NOC for Completion for Part 2 of Package I, Type II, at its meetings held on June 5, 2025 and July 3, 2025.
  3. The proposal for NOC for Completion (residential towers type-II, i.e. Tower F-20, B-21, F-22, F-23, D-24 to 26, E-27,28) received (online) at the Completion stage, was scrutinised along with the previous observations of the Commission Communicated vide DUAC observation letter no: OL-25062550012 dated 10.07.2025.  Based on the submission made, undertaking dated 13.06.2025 from NBCC, drawings, and photographs, the proposal for NOC for completion of (Part-GPRA Colony, PKG-1, Type-II, Part-2 only (except community building)) is accepted.

Proposal in respect of the proposed contingency gate near PPG Line, North Avenue Lane, President Estate.

  1. The CPWD forwarded (online) the proposal for consideration by the Commission.
  2. The building within the President's Estate is a listed Grade I heritage building at serial no. 05 in the Gazette Notification no. F.No.4/2/2009/UD/I 6565 dated October 01, 2009, issued by the Department of Urban Development, Govt. of NCT of Delhi.
  3. The proposal for the (Contingency gate near PPG Line, North Avenue Lane, President Estate) was scrutinised and a discussion was held with the architect (online) on Cisco Webex meetings, during which clarifications were provided to the Commission’s queries. Based on the discussion held and the submission made, including drawings and photographs, etc., the following observation is to be complied with:

a) The Commission noted that a reference design of one of the existing gates has been submitted along with the proposed gate design. The proposed gate must replicate the reference design in its entirety, including the brass signage plate and all aspects such as appearance, shape, dimensions, materials, and construction details. Specific elements, such as the size of rods or bars, grill pattern, and the specifications of curved and horizontal members, should also match to ensure consistency and uniformity in design.

D. ADDITIONAL DETAILS:

1Revised building plans proposal in respect of Hospital building at site no.2, Zone-H, 4/5 Facility Centre, Pitampura for Dr. Narayan Dutt Shrimali Foundation International Charitable Trust Society.
  1. The North-DMC forwarded (online) the proposal for consideration by the Commission.
  2. The Commission approved the building plans proposal at its meeting held on July 11, 2012 and the revised building plans proposal for additions/alterations was approved at its meeting held on August 3, 2016, and specific observations were given. The Commission accepted the concept of the building plans proposal at its meeting held on April 24, 2025; specific observations were given.
  3. Subsequently, the Commission approved the revised building plans proposal at the formal stage at its meeting held on June 19, 2025, specific observations were given.
  4. The revised building plan proposal (for adding connecting bridge with AMC block, OPD floor shifted from 2nd floor to 10th floor, and IPD floor moved below 29.90 m) received (online) at the formal stage was scrutinised, the following observations are to be complied with:

a) All parking provisions shall adhere to all the applicable norms/guidelines/regulations, etc.

b) The Sustainability features shall be as per point 7 of the CPAA (Criterion for Project Assessment and Approval), as available on the DUAC website at www.duac.org.in.

c) All plumbing pipes, rainwater pipes, service equipment, DG Set, DG exhaust pipes, water tanks, air-conditioning units, solar panels, etc., should be camouflaged appropriately (in terms of points nos. 10, 11, and 12 of the CPAA (Criterion for Project Assessment and Approval)), as available on the DUAC website at www.duac.org.in.
