OL-25022527014 dated 12-03-2025. Based on the submission made, the following observation is to be complied with:
a) It was suggested that, to enhance durability and reduce maintenance, permanent finishes such as stone may be considered for the lower portions (ground and first floors) of the exterior façade.
b) All parking provisions shall adhere to all the applicable norms/guidelines/regulations.

- The Commission approved the building plans proposal at its August 06, 2002, meeting. The Commission accepted the NOC for Completion (Part-Auditorium Block) at its meeting held on July 23, 2021.
- The Commission accepted the concept of building plans proposal for additions/alterations (addition of new Block comprising G+4 floors) at its meeting held on April 5, 2024; specific observations were given. The Commission did not approve the building plans proposal for addition/alterations at its meeting held on July 11, 2024; specific observations were given.
- The revised plan proposal for additions/alterations (new building block with G+4 floors) received (online) at the formal stage was scrutinized, along with the previous observations of the Commission communicated vide DUAC letter no: OL-08072455104, 55(104)/2024-DUAC dated 16.07.2024. Based on the previous observations given and the submission made, the following observations are to be complied with:
a) The design proposal incorporates provisions for double-stack parking arrangements to meet the necessary parking requirements, which will be examined during the proposal's completion stage. All parking provisions shall adhere to all the applicable norms/guidelines/regulations.
b) It is understood that most of the classrooms may not be air-conditioned, but they can be preplanned for potential additions in the future. Air conditioners could be an eyesore on the building façade. To avoid this, a provision shall be made in the design to accommodate the outdoor units at this stage so as not to mar the aesthetics.
c) The solar panels shall be integrated into the design at an appropriate clear height, ensuring that the space beneath can be effectively utilised for shading purposes.
d) Work of public art of suitable scale, size and material, imparting character and identity to the complex, at an appropriate level, shall ensure to be installed in terms of point nos. 14 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

- The revised building plans proposal (four basements, Ground + Mezzanine + 25 floors) received (electronically) at the formal stage was scrutinised. Based on the revised submission made, the following observations are to be complied with:
a) The proposal is for building with 4 basements + G + mezzanine + 25 floors.
b) The steel structure, i.e., the sky bridge shown in the submitted 3d views, shall be as per the applicable rules/regulations/bye-laws provisions.

5 | Layout and building plans in respect of the Redevelopment of GPRA Colony Phase-II, Kasturba Nagar. | |
- The CPWD forwarded (online) the proposal for consideration by the Commission.
- The Commission approved the proposal for redevelopment of General Pool Residential Accommodation (GPRA Phase-1), Kasturba Nagar, at its meeting held on 28 January 2020, specific observations were given.
- The Commission did not accept the concept of redeveloping the GPRA (Phase-II) building plans proposal at its meetings held on 16 January 2025 and 06 March 2025; specific observations were made.
- The revised building plans proposal for redevelopment of GPRA Colony Phase-II received (online) at the formal stage was scrutinised along with the previous observations of the Commission communicated vide DUAC observation letter no: OL-27025562009 dated 12.03.2025, and the Commission intended to discuss with the architect (online), but he was not available for discussion (online). Based on the replies submitted, the revised submission made, and the unavailability of the architect for discussion (online), the following observations are to be complied with:
a) It was observed that the unsatisfactory compliances to the previous observations of the Commission communicated vide DUAC observation letter no: OL-27025562009 dated 12.03.2025 has been given.
b) In one of its replies, the architect has indicated that:
“……We have attached the approved layout plan in which Phase 1 and phase 2 has been clearly marked. In phase 1 no changes has be done and the phase 2 layout has been modified...…”
However, the submitted drawings indicate that modifications have also been reflected in the approved Phase-I plans, to the extent that the plot boundary shown in the drawing titled "Overall Layout" does not align with the approved master plan, which is not acceptable. The actual site boundary to be clearly marked on layout plans and to be ensured to be the same in the entire submission to maintain uniformity. As the proposal is at the formal stage, it must be presented without any discrepancies or ambiguities.
c) As per the submission/report submitted by the architect, the current proposal is for modifications in overall master plan while splitting it into phase-I and Phase-II and addition of the following areas:
Anganwadi, Convenient Shops, Coaching Centre, Banquet Hall, Podium, Proposed Residential Building Type -IV (Nos. of Dwelling units=1350) and Nos. of Residential Towers 25. The 14 towers up to 14 floors (2B+G+13 floors) above DBL basement and 11 towers up to 14 floors (G+13 floors) No basement. (02basement under towers) and (1basement under banquet) including podium + stilt.
d) The double road between the primary school and banquet hall appears unnecessary as it occupies excessive space. It is recommended to remove the double road and instead provide a single, shared access road serving the primary school, banquet hall, residential towers, and the future senior secondary school plot. The space thus released can be utilized to enhance the green cover.
e) It was noted that the 3D views of amenities located below the podium, such as the Anganwadi, convenience shopping, and coaching centre, are missing. Comprehensive 3D views from all sides for these facilities should be provided, clearly illustrating the connectivity of these amenities with the podium level and other areas of the complex, as they significantly impact both the functionality and aesthetics of the development.
f) The balconies need to have appropriate mechanisms to screen drying clothes so as not to spoil the aesthetics of the facade.
g) Provision of air conditioning is not explained in the submission including residential areas and the podium. Detailed scheme showing the provision of air conditioning mechanism along with appropriate screening of outdoor units along with their location to be provided in the revised submission.
h) All parking provisions shall adhere to all the applicable norms/guidelines/regulations.
i) The solar panels shall be integrated into the design at an appropriate clear height, ensuring that the space beneath can be effectively utilised for shading purposes.
j) Work of public art of suitable scale, size and material, imparting character and identity to the complex, at an appropriate level, shall ensure to be installed in terms of point nos. 14 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

Based on the submission made and the online discussion held, the following observations are to be complied with:
a) In the earlier submission, the proposed building had 2 basements + G+2 floors. However, in the revised submission, the building is proposed to have 2 basements + G+4 floors, i.e., two more floors above.
b) All parking provisions shall adhere to all the applicable norms/guidelines/regulations.
c) The solar panels shall be integrated into the design at an appropriate clear height, ensuring that the space beneath can be effectively utilised for shading purposes.

a) It is suggested that the basement height be increased to accommodate double-stack parking so that surface parking/ future parking can be accommodated in the basement and that the four-level stack parking along the side setback be removed, which is marring the site's aesthetics. The freed-up space can be used as landscaped open greens to reduce environmental issues like urban flooding.
