C. PROJECT PROPOSALS:

1Revised building plans proposal in respect of Commercial building at Malviya Nagar, MRTS Station Complex.

1. The proposal was forwarded by the South-DMC (online) for consideration by the Commission.

2. The Commission approved the building plan proposal at its meeting held on April 05, 2018.

3. The revised building plan proposal (for change in building height) received (online) at the formal stage was scrutinised and a detailed discussion was held with the architect on Cisco WebEx Meetings, wherein the architect provided clarifications to the queries of the members of the Commission. Based on the detailed discussion held and the submission  made, the following observations are to be complied with:

a) Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

b) All plumbing pipes, service equipment, solar panels, water tanks etc. should be camouflaged appropriately (in terms of the point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

2Building plans proposal in respect of Group Housing on plot no. 67, Najafgarh Road, Kirti Nagar.

1. The proposal was forwarded by the North-DMC (online) for consideration by the Commission.

2. The Commission accepted the concept of the building plan proposal at its meeting held on December 09, 2021, specific observations were given.

3. The building plan proposal received (online) at the formal stage was scrutinised along with the replies submitted by the architect in response to the observations of the Commission communicated vide DUAC observation letter no: OL-04122127084 dated 14.12.2021. Based on the submission made and the replies submitted, the following observation is to be complied with:

a) Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

b) All plumbing pipes, service equipment, water tanks, solar panels etc. shall be camouflaged appropriately (in terms of the point nos. 10, 11 &12 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

3Completion plan proposal (Part completion) in respect of Institutional building at plot no- B-18, Qutub Institutional Area.

1. The proposal was forwarded by the South-DMC (online) for consideration by the Commission.

2. The Commission approved the building plan proposal (B+G+3) at its meeting held on April 22, 1987. The building plan proposal for the regularisation of an extension (new block (B+G+5)) to the main building was considered in the meeting held on September 21, 2016. The proposal for additional/alteration (addition of 4th floor above on main building block) was approved in the meeting of the Commission held on May 07, 2018.

3. The Commission did not accept the NOC for completion plan proposal at its meeting held on December 16, 2021, specific observations were given.

4. The revised building plan proposal for NOC for completion (Part completion) received (online) at the completion stage was scrutinised and found acceptable.

4Layout and Building plans proposal in respect of Group Housing DFM Residences, 8377-8381, Roshanara Road, Delhi.

1. The proposal was forwarded by the North-DMC (online) for consideration by the Commission.

2. The Commission did not approve the layout and the building plan proposal at its meeting held on December 02, 2021, specific observations were given.

3. The revised layout and the building plan proposal received (online) at the formal stage was scrutinised, the following observations are to be complied with:

a) Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

b) All plumbing pipes, service equipment, water tanks, solar panels etc. shall be camouflaged appropriately (in terms of the point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

5Completion plans in respect of Servant Quarter of Naval Attaché, Royal Thai Embassy at Chanakyapuri.

1. The proposal was forwarded by the NDMC (online) for consideration by the Commission.

2. The Commission approved the building plan proposal for additions/alterations in the Royal Thai Embassy at its meeting held on July 27, 2012, and the NOC was accepted in the meeting of the Commission held on October 17, 2018. The building plan proposal for servant quarters was approved in the meeting held on March 16, 2021.

3. The building plan proposal for NOC for completion for servant quarters received (online) at the completion stage was scrutinised and the following observations are to be complied with:

a) Photographs submitted by the architect suggest that construction activity is still in progress at the site and the proposal for NOC for completion has been forwarded to the Commission by the concerned local body (NDMC) for its consideration which is not appreciated by the Commission. The proposal for completion plan shall be submitted once all works including civil, landscape etc. is complete as per formal approval in entirety.

b) Also, the Commission observed that due thought had been given by the Commission while approving the scheme in terms of visual & urban aesthetics of the area, materials, finishes, architectural elements, façade etc. However, while comparing the approved views with the submitted photographs of the actual work on the façade, it is evident that changes have been made (especially the Jaali work) spoiling the visual and aesthetic quality of the building, which needs clarification.

4. The architect is advised to adhere to all above observations given by the Commission and the proposal for NOC for completion plan approval shall be submitted once all the works including civil, landscape etc. is complete at the site and furnish a pointwise incorporation & reply.

6Plans in respect of Development/Redevelopment of Proposed Vice President’s Enclave at Plot no. 108, Church Road.

1. The proposal was forwarded by the CPWD (online) for consideration by the Commission.

2. The building plan proposal received (online) at the formal stage was scrutinised and a detailed presentation was made by a representative of the architect (in the presence of the proponent) on Cisco WebEx Meetings followed by a detailed discussion wherein the architect provided clarifications to the queries of the Members of the Commission on various aspects related to the design proposal. Based on the scheme submitted and detailed discussion held, the following observation was made:

a) The Commission believes that a certain amount of additional parking to the  Hon’ble Vice President’s Enclave would be beneficial at the time of the events, other important meetings. The Commission suggests exploring the area which includes an area to the South adjacent to the proposed DMRC Sub-station for potential surface parking with road access through the staff housing entry.  The area can continue to support the proposed tree canopy and have semi-permeable pavers.

7Building plans proposal in respect of Commercial building at LP-1B-01, Delhi Aerocity (Gateway District), IGI Airport.

1. The proposal was forwarded by the DIAL (online) for consideration by the Commission.

2. The building plan proposal in respect of Commercial building received (online) at the formal stage was scrutinised and the following observations are to be complied with:

a) Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

b) All plumbing pipes, service equipment, water tanks, solar panels etc. shall be camouflaged appropriately (in terms of the point nos. 10, 11 & 12 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

8Building plans proposal in respect of demolition and reconstruction in respect of Residential building at plot no. 51 Golf Links.

1. The proposal was forwarded by the NDMC (online) for consideration by the Commission.

2. The Commission did not approve the building plan proposal at its meeting held on November 11, 2021, specific observations were given.

3. The revised building plan proposal received (online) at the formal stage was scrutinised along with the observations of the Commission communicated vide DUAC observation letter no: OL-02112124030 dated 16.11.2021. Based on the revised submission, the following observations are to be complied with:

a) The entire proposal shall adhere to all the applicable statutory provisions, and norms/regulations of the prevailing Lutyens Bungalow Zone (LBZ) guidelines.

b) Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

c) All service equipment should be camouflaged appropriately (in terms of the point nos. 10, 11 &12 of the CPAA (Criterion for Project Assessment and Approval) are available on the DUAC website at www.duac.org.in.

9Revised Building plans proposal in respect of Multi-level parking with Commercial Development at Pitampura MRTS Station, Madhuban Chowk.

1. The proposal was forwarded by the DDA (online) for consideration by the Commission.

10Building plans proposal in respect of Govt. Pucca School Building at Sector-27, Rohini.

1. The proposal was forwarded by the PWD GNCTD (online) for consideration by the Commission.

2. The Commission did not approve the building plan proposal at its meeting held on December 02, 2021, specific observations were given.

3. The revised building plan proposal received (online) at the formal stage was scrutinised along with the replies submitted by the architect in response to the observations of the Commission communicated vide DUAC observation letter no: OL-30112161037 dated 09.12.2021 and a detailed discussion held with the architect on Cisco WebEx Meetings who provided clarifications to the queries of the Commission on various aspects related to the proposal. Based on the revised proposal received, replies submitted and discussion held, the following observations are to be complied with:

a) Boom barriers shall be suitably placed at the right locations to block vehicular movement into the pedestrian areas especially between the playground and the school building.

b) The air-conditioners could be an eye-sore to the building façade. It shall be ensured that they are screened appropriately so as not to mar the aesthetics.

c) Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

d) All service equipment should be camouflaged appropriately (in terms of the point nos. 10, 11 &12 of the CPAA (Criterion for Project Assessment and Approval) are available on the DUAC website at www.duac.org.in.

Building plans proposal for Additions/Alterations in respect of Senior Secondary School for Sanatan Dharam Adarsh Shiksha Sansthan at Mayur Vihar, phase -I. (Conceptual stage).

1. The proposal was directly submitted by the architect (online) for consideration by the Commission.

2. The proposal was deferred.

Building plans proposal for Addition/alteration in respect of Chinmaya Vidyalaya Senior Secondary School at Vasant Vihar. (Conceptual stage).

1. The proposal was directly submitted by the architect (online) for consideration by the Commission.

2. The Commission accepted the conceptual plan proposal for additions/alterations at its meeting held on March 16, 1998. And, currently, the conceptual proposal for additions/alterations was accepted in the meeting of the Commission held on December 16, 2021, specific observations were given.

3. The revised proposal for additions/alterations (addition of a new block comprising of a basement (part for storerooms & part for parking), G + three floors) received (online) at the conceptual stage was scrutinised and the following observations are to be complied with:

a) The appropriate slope for the ramp, provided in the basement for the vehicular access, shall be maintained.

b) Sustainability features shall be as per point no. 7 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

c) All plumbing pipes, service equipment, water tanks, solar panels etc. shall be camouflaged appropriately (in terms of the point nos. 10, 11 &12 of the CPAA (Criterion for Project Assessment and Approval) available on the DUAC website at www.duac.org.in.

D. ADDITIONAL DETAILS:

Completion plan proposal in respect of Institute of Integrated Learning and Management (IILM) plot no-60,61,62 at Rouse Avenue, DDU Marg, New Delhi.

1. The proposal was forwarded by the North-DMC (online) for consideration by the  Commission.

2. The Commission approved the building plan proposal at its meeting held on September 20, 2017. However, the Commission did not approve the revised building plan proposal at its meetings held on March 07, 2018, and April 05, 2018, specific observations were given.

3. The building plan proposal for NOC for completion received (online) at the completion stage was scrutinised and the following observations are to be complied with:

a) The photographs provided by the architect (only one) suggested that the building is incomplete and the construction activity is still in progress at the site. The Commission did not appreciate that an incomplete proposal for NOC for completion has been forwarded to the Commission by the concerned local body (North-DMC) for its consideration. The proposal for completion plan shall be submitted once all works including civil, landscape etc. is complete as per formal approval in entirety.

b) Also, 3d views/approved submission (formal approval) based on which the construction is being executed at site, shall be submitted to compare the elevational façade in terms of architectural elements, material, form, facade, aesthetics etc.

c) The proposal being at the Completion stage needs to provide an appropriate nos. of uncut/clear photographs (including interior areas) to substantiate an actual work executed at the site including boundary wall, gate, parking, landscape, elevational façade, screening of services etc. to get in-depth clarity of the site and surroundings. They need to be resubmitted with proper uncut views from all sides to comprehend the proposal.

d) The proposal being at the Completion stage need to provide an actual Artwork executed at the site. The same shall be provided with an appropriate number of photographs of actual work of public art executed at the site.

e) It was observed that while forwarding the proposal to the Commission at the completion stage following observation/recommendations has been made in Part-C (completion stage) by the North-DMC:

“……. Observations/recommendations of the sanctioning authority while forwarding the matter to DUAC for consideration in the Performa Part-C of the Completion stage for serial no. 4 indicates the following:

“…… NO...…”

The Commission considers the proposals based on the certification related to building bye-laws etc. furnished by the concerned local body. Taking into consideration the observations/recommendations made and forwarded by the concerned local body i.e. North-DMC, it is referred back to North-DMC for clarification and confirmation.

4. In absence of sufficient information provided by the architect/proponent, the proposal could not be examined appropriately by the Commission.

5. The architect is advised to adhere to all above observations given by the Commission and the proposal for NOC for completion plan approval shall be submitted once all the works including civil, landscape etc. is complete at the site and furnish a pointwise incorporation & reply.

NOC for completion not accepted, observations given.
